Recalled spy. The former assistant soviet Naval attache
in London( a Prominent figure In the Profumo scandal) :
was called back home to Moscow last December as part
of Russia's investigation of the Penkovsky s y cue.
The Herald Tribune learned that Capt. Eugene Ivanoi
was among more than 300 Soviet intelligence agents re-
called from all parts of the world. Penkovsky was ex-
ecuted last month for giving Soviet secrets to the West

tion were in disagreement on how to publicize the Alli-
ance for Progress program. Secretary of State Rusk (in
