that State Department officials are deeply
concerned that the Senate Internal Securi-
ty Subcommittee has unearthed a "secret"
list of more than 800 potential security
risks in the State Department. The memo-
,.randum, containing the lists, was signed
on June 27, 1956 by the late Scott Mc-
Leod, then Administrator of the Bureau
of Security and Consular Affairs. Mr. Mc-
Leod warned that all of the 800 individu-
als were "cleared as qualified for access to
classified information," and "about one-
half are assigned to what can be catego-
rized as critical intelligence slots in the

and asked for political asylum in the
United States. Nossenko claims to have
been a staff officer of the K. C. B. (Com-
