CHAMBERS: "The Central Intelligence Agency's new chief has already apologized, and through a Republican Senator announced he has not written other letters. Still, the Foreign Relations Committee has ordered his appearance this morning, presumably for a scolding. "The incident flared on the Senate floor yesterday. Senator McCarthy of Minnesota disclosed that CIA Chief Helms wrote to the St. Louis Globe Democrat just to say how pleased he was in reading its editorial entitled 'Brickbats for Fulbright', a derogatory item describing Fulbright as crafty. "But it was the CIA's intervention into domestic policy that shocked and disappointed Senators, or so they said. Senator McCarthy summarized 'This is one of the problems you face when you promote career men. It's a little like the trouble you face when you arm slaves.
