The State Department has
been trying to play down;
Communist involvement in
the rioting in the Panama
Canal Zone in spite of the
poverwhelming evidence
brought forward by the
Pentagon and the CIA.
As I understood the rea
son for this reluctance to
?bring up the Communist is-
!sue, it is the State Depart-
?ment's wish to save Presi
dent Chiari's face in the
;?hope of facilitating a quick
11settlpment with him.
V However, this won't work
and will never work. In-
rslead, Chiari should bluntly
he told of his flagrant fail-
ure in curbing the Commu
fist cancer in his country
=and that consequently any
revision of the canal treaty

surprising. It has become
