mEmORANDUM FOR: Assistant to the DCI
sUBJECT: Letter from Prof. Josef Kalvoda, dated May 22, 1965
1. In the opinion of this Staff, the Agency cannot comply with
the substance of the request of Prof. Kalvoda -- i.e. providing him
with information on (a) Czechoslovakia's Role in Communist Strategy,
and (b) Communist Strategy and Tactics in Latin America. Compliance
would involve not only the release of a sizeable volume of classified
material, but also -- in view of the broad scope of the two subjects --
a very considerable amount of work to be performed by qualified
analysts.
2. On the other hand, Prof. Kalvoda is apparently a stauncti
anti-Communist and his treatment of the two subjects, Whether in
lectures or in publications, can be presumed to be in the interest of
our government. You may therefore wish to acknowledge the timeliness
and importance of his two themes, while regretfully explaining the
Agenty'e inability to service private information requests. At your
discretion, you may add that
efte-egtechoslovakia'is indeed one of the major centers of
world-vide Communist sUbvereion, as shown by the fact that it
is the seat of the authoritative international Communist
journal PROBLEMS OP PEACE AND SOCIALISM (WORLD MARXIST REVIEW)
and of leading international Communist fronts, such as the
WORLD FELERAWN OF TRADE UNIONS and the INTERNATIONAL UNION
OF STUDENTS),
in--Oommumiet!,activities in Latin America are conflictingly
influenced by Moscow, Peking and Havana, ranging from the
ostensibly parliamentary tactics of the Chilean CP to the
terrorism of the Venezuelan party -- even though these differences,
as noted in a recent OAS report, tend to stimulate rather than to
hepper Communist subversion in the Western Hemisphere. f
