Enclosed are the first 10 of 27 sections of my
forthcoming Intelligence and National Security,
a Bibliography with Selected Annotations.
The enclosed pages (pp.1-90) constitute only a
preliminary draft, with typos and more important,
substantive errors and judgments which are open
to question. I am amenable to suggested revisions
and additions, for this unclassified work. It is
being disseminated to students of mine in a section
on "Intelligence and National Security," part of
the Harvard National Security Policy Seminar; to
knowledgeable scholars who write about intelligence;
to various intelligence officials; and to various
policy-making officials who supervise intelligence
activities. Any further dissemination is still un-
certain.
On an informal basis, I have been providing pre-dis-
tribution copies to of your
agency and to officials in the Office of the Secretary
of Defense, for an informal review -- though all items
included are unclassified.
