Gilbert Gude (R-Montgomery). Charging that Government workers "are being subjected to unprecedented harrass- ment," he called for a "bill of rights" for them. Gude, a candidate for the; House of Representatives, from Maryland's new Eighth District, said such a bill should include: ? Restriction on the use of detailed questionnaires about personal financial affairs to top political appointees and "others clearly in policy-mak- 'ing positions." His statement did not indicate whether, members of Congress should' be exempt. ? A flat ban on personality or psychological testing of em- ployes "aside from essential ,,medical evaluation, unless iti can be affirmatively proved' that such use is required for' security reasons." ?
