"A phenomenon in Washington is the power that young
(29) Richard Goodwin has accumulated for himself in
the few months that he has been with the Kennedy Ad-
ministration. He appears to have emerged as the prin-
cipal director of our Latin American policy. His first
trip to Latin America was this spring when lie did the
grand tour with Adlai Stevenson. He does not know
Spanish nor, as far as is known, has lie ever studied
Latin American history. He got into the limelight during,
the Punta del Este conference in Uruguay when lie en-
g bed Cuba's maximum Communist, Che Guevara, in a
nspicuous three-hour private conversation at a cocktail
party. Goodwin was very much in evidence last week
during the aisit of Manuel Prado of Peru and so was
Herbert Matthews of the Aco Fork Times, whose prestige
grows in proportion as he misreads the news of the
clay. The suggestion has been made that a congres-
sional committee call in Mr. Goodwin and have a little
chat, so that others may know what goes on in the
mind of the new director of our Latin American policy.

The New Frontier's chief White
House whiz-kid on inter-American af-
fairs, Richard Nathan Goodwin, has
plunged into another dubiofs mission
in Washington as he
continues his on-the-
job-training to become
President Kennedy's
Latin American "ex- -
pert."
Goodwin, who ap-
pears to have hypno-
tized President Kenne-
dy into relieving he
knows more about
Latin America than the State Depart-
ment, has laid the groundwork for a
private interview between the Chief
Executive and Dr. Cheddi _ Jagan,
newly elected Marxist premier of Brit-
ish Guiana and ardent admirer of
Cuba's Communist dictator, Fidel
Castro.

Dr. Jagan announced last month
that he intended to seek a foreign
aid loan of 200 million dollars from
the United States during his stay in
Washington. He has emphasized that
Washington's aid, if offered, must
have no strings attached. And he has
added that he will turn to the Com-
munist nloc for financial help unless
he gets what he wants from the United
States.

The Guevara-Goodwin conference,
held behind the back of the Treasury
Secretary Douglas Dillon, head of the
U.S. conference delegation, sparked
an uproar over reports that-peaceful-
coexistence with Communist Cuba was
discussed.
