MORGAN: "The new Director of the CIA, Richard Helms, pur-
portedly wrote a letter printed by a St. Louis newspaper prais-
ing an editorial which criticized efforts by Senate Foreign Re-
lations Chairman Fulbrigh.t to gain a say in CIA activities.
Helms was roundly criticized himself today in the Senate when ..
copies of the paper showed up in Washington.
