"John Chambers has the reason why from Capitol Hill." CHAMBERS: "The Senate Foreign Relations Committee was pla- cated by new CIA Director Helms. He told Senator Fulbright and the other members present that an aide had written the Letter commending the St. Louis Globe Democrat for its biting editorial on Fulbrigh.t -- that he had not focused on the Letter, even though the editorial was attached to it, because he was signing a pile of personal correspondence. He did not write the letter, he said. "Most members now agree that everyone makes mistakes and something constructive will come out of this one. Said Senate Leader Mansfield, 'If we had to quit every time we made a mis- take, the entire Senate would resign.' Oregon Senator Morse had a statement read to Helms in which he demanded Helms' resigna- tion. Mansfield described it as a friendly meeting.
