Runge at Defense
Paul to Succeed
President Kennedy today ac-
cepted the resignation of Car-
lisle P. Runge as Assistant See-
;retary of Defense for Manpower
and named Norman S. Paul to
succeed him.
Mr. Paul, 43, now is an as
sistant to the Secretary of De-
fense. He has served the Gov-
;ernment in various capacities
since 1948, including service
with the
A,a.QkW,Y.from 1955 to 1960.
Mr. Runge wrote the Presi-
dent that he was resigning to
return to professional life in
Wisconsin, The President wrote
hiin that he accepted his resig-
