SECRETARY MCNAMARA ADMINISTERS OATH
TO FOUR NEW DEFENSE OFFICIALS
On the date on which he equalled the tenure in office of any of his
predecessors, Secretary of Defense Robert S. McNamara today administered
the oaths of office to a new Secretary and Under Secretary of the Air
Force, a Director for Defense Research and Engineering, and a new
Assistant Secretary of Defense for Manpower. The unprecedented swearing-
in ceremony, held in the Office of the Secretary, was attended by high
ranking civilian and military members of the Department of Defense,
their families and friends.
Dr. Harold Brown became the eighth Secretary of the Air Force,
succeeding Eugene M. Zuckert who has served in that position since
January 24, 1961. Dr. Brown has been Director of Defense Research and
Engineering since May 8, 1961.
Dr. John S. Foster, Jr., nominated by the President on September 13
and confirmed by the Senate on September 24 as Director of Defense
Research and Engineering, took the oath of office succeeding Dr. Brown.
Dr. Foster has been Director of the Lawrence Radiation Laboratory in
Livermore, California.
_I rman S.~Paul, Assistant Secretary of Defense for Manpower since
1962, was sworn-ir as Undersecretary of the Air Force. He succeeds
Brockway McMillan who resigned effective September 30, 1965.
Thomas D. Morris, a former Assistant Secretary of Defense for
Installation and Logistics, became Assistant Secretary of Defense for
Manpower, replacing Mr. Paul. Mr. Morris had left the Department last
year for private industry.
Secretary McNamara today has served 4 years, 8 months and 10 days
in this position, which equals the previous tenure in office set by the
late former Secretary of Defense Charles E. Wilson, who served from
January 28, 1953 to October 8, 1957. Secretary McNamara's term of
office began on January 21, 1961.
