William R. ]~otapi~h was born in Cleveland, Ohio, in 1928. He received his AB
(1950.) an~1 l1?A (19~) from t$e Univeity oP Michigan, where he was awarded the
Regent's Alumni Scholarship as an undergraduate and the Campbell Scholarship
,as ~ graduate student. He majored in psychology, education, and personnel
adminfstrati,on. While engaged in graduate studies at the University of Michigan,
Mr. Kotapish attained faculty status lay serving as a resident counselor. In June,
1:950, he was,commiSsioned asecond lieutenant fn the United States Army Reserve.
Since arriving in Washington, he has continued graduate study at George Wash-
