So i was last week when Richard Helms as named to replace Admiral Wil- am Raborn, 61, as director of the 1A. And, as usual, there were count- ss cloak-and-dagger theories to ex- lain the switch. President Johnson ompounded the conspiracy theories by,, urying the news in a clutch of routine crsonncl announcements. Actually, Raborn had an understand- ng with Johnson, when he took the job 4 months ago, that he would stay only year or two; thus his departure was' of unexpected. A retired line officer ith 'a flair for administration, he:, roughs to the sprawling spookery in angley, Va., modern management echniques for analyzing, projecting and istributing the inchoate mass of in#or- nation that pours in on the agency rom every corner of the world. Unlike his immediate predecessors, ohn McConc and Allen Dulles, Raborn ought no policymaking role, was far ess concerned with the substance of in- elligence, and his detached air drew riticism. Dick Helms, 53, has made his career' n what Washington calls the "intelli- ence community." A Williams College raduate and a newsman before joining he Navy in 1942, he served as an OSS fficer during the war and signed tip nth the CIA at its founding in 1947.! e rose to become deputy director for' lans-meaning covert operations-un= er McCone, and has since handled the' gency's delicate relations with Con-, ress while simultaneously directing' lost of the CIA's pure-intelligence func ions as Raborn's first deputy. He thm ecame the first professional ever to' cad the agency, and about that at, east there was no mystery.
