Fulbright's Foreign Relations Com-
mittee is to have a watchdog role
over the CIA.
Richard Helms is described as a pro-
fessional who comes from the opera-
tional side of intelligence work in the
CIA, the side that is most in contro-
versy. Asked whether Helms is a
"hawk" or a "dove," the informed
reply was: "There are no 'doves' in
CIA. The professionals look at a
problem. If it can be handled they
andle it. If odds are against it, they
eave it alone. Like the military, they
