Karamessines, and William Broe were also present. Subject: OLD HEAD Meeting: Subject: Prior to commencing with the agenda item, a brief discussion took place concerning a Cuban MIG intercept effort of a U-2 OLD HEAD photographic overflight early on the morning of 14 September. It was noted that, weather permitting, the OLD HEAD flights had been increased to a near daily basis while a Soviet naval task force is in Cuban waters. It was felt that the intercept effort was designed to discourage these overflights during this period rather than signi- fying any change in overall Cuban policy toward such missions. Admiral Moorer stated that the increased OLD HEAD missions were designed to ascertain if the Soviets are planning to establish a permanent base in Cuba for Soviet submarine operations. If so, the U.S. might be faced with a situation similar to the 1962 Cuban missile crisis with sea-based, rather than land-based, Soviet offensive missiles.
