Approved For Release 200 I -RDP74B00535R000100160001-6 7 November 1972 PARACEPT/TEMPEST PANEL In respect to both PARACEPT and TEMPEST R&D, the panel finds that the ongoing level of effort is adequate to the need. In PARACEPT, developmental work in TSD and OC is now focusing on reflected/reradiated electromagnetics. In the TEMPEST area OC is concentrating on upgrading field test capabilities and continues work related to the higher speeds, wider band widths and more complex terminal gear associated with improving communications systems. The panel does not find that there are technological opportunities not funded or programmed, sees no limiting technological gaps of consequence, and maintains that there are no redundancies in Agency programs. The panel notes split funding of PARACEPT R&D between TSD and OC as a management problem but does not pursue this in its recommendations. The panel concludes that'new initiatives in either the PARACEPT or the TEMPEST are unnecessary at this time. r Approved For Release 20 A-RDP7438053BBWOtW1W?4 170 Approved For Release 2005/12/25 : CIA-RDP74B00535R000100160001-6 PARACEPT/TEMPEST The evaluation of the PARACEPT/TEMPEST Program involves quasi-mystical, religious, subjective, judgment: there are believers and non-believers. For example, the Panel does not feel that there are technical opportunities which are not funded or programmed, but that "the problem is not so much one of technology but of operational awareness of current capability." A different set of players, however, might feel very differently indeed. The current program is extremely fragmented, and conducted almost entirely on a bits-and-pieces basis. Contracts under $100,000 are most uncommon. On the other hand, the use of simultaneous multisensor collection, i.e, acoustic, electric, magnetic, etc., together with the necessary associated recording and signal processing lags greatly in comparison with what is technically feasible. However, "It is the consensus of the Panel that the programs and projects are sufficient for the stated objectives...
