1. Received a call from Mr. Frank
Keenan, Administrative Assistant to Congresswoman Florence Dwyer
(R. , N. J. ), who gave me the following names of the individuals who
will be visiting the Agency on Thursday, 11 March, to demonstrate
the system for personal identification:

2. I Received a call from Major
Whisler, Office of Legislation, Department of the Army, concerning
the request of a soldier serving in Vietnam that was forwarded by
former Representative Philbin of Massachusetts. Major Whisler
indicated that he would be talking to Mr. Philbin during the afternoon
and inquired whether positions in the civil advisory category in
Vietnam were available for a soldier who would be finishing up on
agreed service in July, 1971. I told him that we would be glad to
review the individual's application upon return from overseas, but
that I could not be optomistic of his chances for employment at this
time. Mr. Whisler thanked me and indicated that he was trying to
save further Washington calls or correspondence for Mr. Philbin.
3. Received a call from Miss Diane
McCormick, in the office of Representative Ken Hechler (D. , W. Va. ),
who requested employment applications for a constituent. The
applications will be forwarded.

STATINTL that she was accepting other employment. as an
applicant for reemployment with the Agency an a app ~.ed for a
position in the office of Representative McClory (R. , Ill. ). She
presumably accepted the latter position. See Journal of 11 February.

4. Prepared a suggested reply for
Senator Tunney (D. , Calif.) to a constituent who expressed concern
as to what he felt was a lack of congressional review of appropriations
for the Central Intelligence Agency.

6. Returned the call of Phyllis Snow, in
the office of Joseph M. Gaydos (D. , Pa. ), and suggested that she con-
tact USIA in connection with a constituent's request concerning the film
on the late President Kennedy, "The Sound of Drums. " She thanked me
for the information.
7. I Mr. Maury and I hand carried to Ed
Braswell,on the staff of the Senate Armed Services Committee,a copy
of the prepared statement as given by the Director at the full Senate
Armed Services Committee briefing on 4 March. We also gave him
the following: statements on Pakistan and Chile in response to a request
from Senator Margaret Chase Smith (R., Me.), items on Soviet ground
forces and tactical air units in response to a request from Chairman
Stennis, a piece on Cuba, and a copy of the floor statement of Represen-
tative Mendel Rivers made last year on the Soviet navy. Braswell
said he would review this material and let us know if anything further
was needed.
Braswell referred to Senator Henry Jackson's statements
on'Face the Nation'on Sunday about new Soviet missile activity. He
said Senator Stennis was curious about this and they wondered if we
had authorized Senator Jackson to make these statements. We assured
that we had not.
8. Left with Nancy Doten, in the office of
Senator Gaylord Nelson (D., Wis. ), material which she could send to
arquette University to assist him in
gaining access to

that State Department representatives have suggested to Representative
Robert Steele (R. , Conn.) that he get in touch with n connection 25X1A
with the Congressman's interest in the overall drug pro em. II 25X1A
25X1A said he is quite willing to talk with Steele and suggested to State that
they have Steele contact through our office.

10. Mr. Maury and I met with Russ Blandford
and Frank Slatinshel:; on the staff of the House Armed Services Committee,
and Mr. Maury brought them up to date on the Soviet interests in the
use of naval facilities at Singapore, Soviet missile activity, ChiCom
expansion of their marine activity, the recent Moscow communication 25X1
exercise, and increasing Soviet aid to Cuba.
11. I I Dropped off at the office of Senator
John Tunney (D. , Calif.) a draft response to a constituent inquiry regarding
lack of congressional review of appropriations for the CIA.
13. Per the Director's instructions, met with
Senator Stuart Symington (D. , Mo.) and gave him a Secret aide memoir,
the Soviet-American "understanding" regarding the introduction of offensive
weapons into Cuba. The Senator seemed satisfied with the paper, but took
advantage of the occasion to complain about "certain senators" who had been
leaking sensitive information regarding matters about which the Director
testified.

14. I I Met with Bill Woodruff, Counsel, Senate
Appropriations Committee, who confirmed plans for the Director's
appearance before the Defense Subcommittee at 0930 hours on Thursday,
18 March. Woodruff said the briefing should cover the "strategic threat"
i. e. , that intelligence regarding hostile forces which should be the
foundation for consideration of the U. S. defense budget. Woodruff
said he had explained to Chairman Ellender that the briefing would consist
of the Directors conclusions, based on all the intelligence available to
the various members of the U. S. intelligence community, and that these
conclusions would be shared by other members of the community unless
otherwise specified.
Woodruff also commented that he had not yet received the Office
of Management and Budget letter regarding the Agency's FY 1972 budget.
Colonel White has been informed.
In addition, Woodruff said he would like to have again this year

16. In discussing the above problem with
Bill Woodruff, Counsel, Senate Appropriations Committee, Woodruff
reiterated his earlier contention that the Agency should be made public
as a regular line item in the national budget. Only in this way, said
Woodruff,vnLUd% the rank and file in the Congress, and the general public,
be convinced of the .relatively small" share of the national intelligence budget
CIA represents.

18? Accompanied to a briefing
of Senator omas Eagleton (D., Mo.), an Mr. Douglas Bennet and
Mr. Stephen Vossmeyer of his staff, on the situation in Southeast Asia.
Eagleton and Vossmeyer will be leaving for Vietnam on the 7th of April
(( and had requested a briefing in connection with the travel. The briefing
lasted approximately two hours and at its conclusion the Senator mentioned
that although he had been briefed by State and Defense, this was by far
the best briefing he had been given on this area and he seemed genuinely
appreciative.
