1. GLC) Mr. Harold Brownman, OSP, called to
advise that John Holleran has arranged for Colonel Walecka, Charles Roth,
and Brownman to brief Bill Woodruff and Ralph Preston, of the House and Senate
Appropriations Committees staff, on a sensitive matter next Tuesday,
15 August, at 11 a. m. Brownman said we were welcome to have a representa-
tive present if we wished.
2. GLC) Marshall Wright, Deputy Assistant Secretary of
State for Congressional Relations, called to alert us to the fact that Senator
George Aiken (R. , Vt.) mentioned to him twice yesterday that someone
from CIA had told him the Democrats were going to use the SALT agreement
against the President in the upcoming campaign claiming that the President
did not know what he was signing in Moscow. Wright urged us not to say
anything to Aiken about this, but said he wanted to alert us to the fact that
Aiken had said this to him. I told Wright the only explanation I could think
of was that the Senator had gotten this information from AFL/CIO sources
and made the mistake of saying CIA instead of CIO. Wright said this had not
occurred to him and it was quite possible. I asked him if he thought he could
go back to Aiken on this to clarify the situation and he said he felt he could not.
3. - RW) Dick Nellius, Administrative Assistant to
Representative Bill Young (R. , Fla. ), called regarding a speech the Congress-
man is making at the Administration's request at noon today on Hanoi
statements of U. S. bombing of North Vietnamese dikes. Nellius wanted
copies of some early August Asia and Pacific Area Books. These (7, 8, and 9
August) were delivered to him by 11 a. m.
