1. In answer to your draft which we received yesterday,
the attached statement is essentially our position and might be
useful to you in drafting your own statement for the Secretary
of Defense.
2. Also, if you do not choose to use our statement of
"Current System of Disbursement, " you should understand that
we cannot concur with your statement as it stands. The fifth
and sixth sentences of the first paragraph, and the third, fourth,
seventh and eighth sentences of the second paragraph are not
statements of fact and misrepresent our position. They should
either be eliminated or properly modified. Again, I recommend
our alternate wording for this entire section.
