MEMORANDUM FOR: The Record
SUBJECT GAO Audit of Laos Programs
1. Mr. Hal Levin, AID/SA/LC, informed me that
Messrs. Tomlason, Johnson and Chunta of the Washington GAO.._
Office had visited Mr. Levin on 12 December 1972 to advise
him of the GAO plan to audit Laos programs - specifically
AID, Military, Narcotics and the expenditures reported
under the Symington Amendment. Tomlason stated that the
audit was self-generated by GAO and not the result of a
specific Congressional request (although he would not be
surprised if such a request was levied). Since the audit is
self-generated', Tomlason further stated that the draft report
would be shown to AID and DOD prior to finalizing. The audit
is to begin almost immediately with the arrival of two
auditors from the GAO Bangkok office who would, with the
three listed above, review the Washington records. The
audit team expects to conduct the Laos field'audit between
February and June 1973.
2. Representatives from State, AID, and DOD/ISA
speculated whether or not Ambassador Godley would request
postponement of the audit especially if a ceasefire situation
exists in Laos in February.
3. While no specific mention was made of an audit of
CIA records (those pertaining to the Symington controlled
expenditures), it was believed that CIA weld undoubtedly
become involved through audit of the military records on
expenditures on behalf of the Lao Irregular Programs.
4. Mr. Levin promised to keep me informed on the status
