(Internal Use Only - PLC) Met with Diana Dillion, in the office of Representative Edward P. Boland (D., Mass.), and discussed with her the blind memorandum prepared to answer inquiries resulting from the article in Parade magazine alleging CIA assassinations in Vietnam. Miss Dil1lion appreciated our efforts and stated she would paraphrase freely from the memorandum and not attribute any comments directly to the CIA. 2. (Internal Use Only - PLC) Met with Mr. Phil Argento, in the office of Senator John V. Tunney (D., Calif.), and discussed a proposed reply to a letter from a constituent who commented on an article appearing in a Eureka, California, newspaper. The article reported that CIA, FBI, and Treasury were conducting .n investigation of the bombs placed in safety deposit boxes of several banks in the U. S. The constituent was seriously concerned that the Agency was engaging in internal security matters. I assured Mr. Argento that the Agency was in no way associated with the investigation and he stated he will reply to the constituent accordingly. 3. (Unclassified - RW) Miss Meloney, in the office of Representative Dominick Daniels (D.. . J.), called to request an employment interview This was arranged for 10 a. m. tomorrow with Personnel. 4. (Internal Use Only - JGO) Talked to Mr. Ralph Preston, House Appropriations Committee staff, who told me that Representative Tom Bevill (D. , Ala.) has been assigned to the full Committee as a new member but no assignment has been made to replace Representative Andrews on the Defense Subcommittee. Mr. Preston does not know whether to expect an assignment to fill Representative Andrews spot before our meeting with the Committee on Thursday. (Internal Use Only - JGO) Received a call from Mr. Kirby Gean, Division of Intelligence, Atomic Energy Commission, who told me that during the visit of the Intelligence Subcommittee of House Armed Services Committee to AEC on Friday, Chairman Nedzi and Mr. Frank Slatinshek, of the Committee staff, requested a listing of the USIB Committees in which AEC participated. Mr. Gean wanted to insure that furnishing such a list to the 25X1A Committee would not interfere with ny bench marks established by the DCI in his dealings with the Committee. 6. (Internal Use Only - JGO) Received a call from 0 Page 2 OPPB, who told me that a followon request has been received from Mr. Eugene Wilhelm, House Approppriations Committee staff, for an Agency junior officer for detail to the Committee on a reimbursable basis for two to three months with the Transportation Subcommittee. This would be the same "career expansion detail" that was worked out between OPPB and the Committee. 7. (Confidential - JGO) Received a call from Mr. John Lehman, of the White House staff, concerning the status of the Agency report on S. Res. 192, a resolution "To create a Select Committee on the Coordination of the United States Activities Abroad to oversee activities of the Central Intelligence Agency. " I told him our report, which was a strong objection to the resolution, was.at the Office of Management and Budget. In response to his question I told him we had had the benefit of State Department's views at the time our report was forwarded. He did not appear to be interested in the detail of our report but only that it was a strong objection and had been forwarded to OMB. 8. (Unclassified - LLM) John Woods, in the office of Senator Joseph Montoya (D. , N. Mex. ), called on behalf of a former applicant and asked that the case be reactivated. As a matter of fact, Larry Utterback had made a similar request to the Director of Personnel on 15 January and the case was reactivated. Woods was advised and he said nothing further was.needed but would appreciate a notation in the file of Senator Montoya's interest. 9. (Confidential - LLM) Jack Norpel, Internal Security Subcommittee staff, Senate Judiciary Committee, called to let us know that Paul Weyrich, in the office of Senator Gordon Allott (R. , Colo. ), had asked Norpel for the information the Subcommittee might have on an individual who is causing problems for the Senator in Denver. Norpel thought we would be interested25X1A since there was a claim that was formerly employed by the25X1A Agency but that Weyrich did not want to contact the Agency. Office of Security, was advised. (Secret - JGO) Met with Mr. Homer McMurray, Clerk, Official Reporters to House Committees, and arranged for the secure handling of the transcripts of the Director's scheduled meeting with the Defense Appropria- tions Subcommittee on 3 February. Mr. McMurray will schedule the transcription of the reporter's tapes for a single room if at all possible. Mr. McMurray was somewhat concerned about his present inability to handle material requiring Q clearance of his reporters and transcribers on a current basis due to a shortage of transcribers who hold Q clearance. I told him that our hearing would not involve restricted data. 10. (Internal Use Only - JGO) I met with Mr. Gerard Schiappa, Administrative Assistant to Representative Louis Wyman (R. , N. H. ), and discussed with him the correspondence from Mr. Eugene Lankalis concerning aircraft hijackers. I told Mr. Schiappa that the Agency is precluded from internal security activities by the National Security Act of 1947; responsibility for safety measures concerning hijack of aircraft is vested in FAA and that the Agency would not be party to the type of program outlined in Mr. Lankalis' correspondence. Mr. Schiappa told me that the office would respond to Mr. Lankalis advising him that the correspondence had been forwarded to the appropriate Federal agency for their consideration. Mr. Schiappa told me that there had been some confusion in Representative Cleveland's (R. , N. H. ) office about the meeting Mr. M r entioned to brief Representatives Cleveland and Wyman on the case. I told him that our 25X1A conversation had been with Mrs. Jackson in Representative Cleveland's absence. He said he would check back with Mrs. Jackson. 11. (Confidential - JGO) Met with Mr. Drury Blair, Senate Immigra- tion and Naturalization Subcommittee staff, who told me that S. 885, a bill for the relief of is on the agenda for the next meeting of the Subcommittee. The Subcommittee was originally scheduled to meet th4~X1A afternoon. That meeting has been cancelled and the Chairman has not yet25X1A set the date for the next meeting. I also discussed the case of briefly with him along the lines suggested by Mr. ivision. Mr. Blair appreciated the guidance. Mr. Blair Intends to discuss the case with Cornelius Leary, the senior legislative man at Immigration Service. He will keep me advised if anything further of interest to the Agency arises in this case. (Unclassified -- RJK) Attended a news conference given by Senator Stuart Symington (D., Mo.), in which he reported on his 13 nation trip. The news conference was not well attended and there were no items of special concern to the Agency. 8. (Confidential - LLM) Colonel Bernhard Ettenson, Chief, Air Force Congressional Inquiry Division, called to transfer back to CIA action responsibility I had transferred to him on an inquiry from Senator Barry Goldwater (R. , Ariz.) (see Journal of 27 December 1971). Ettenson explained that the individual who was subject to the inquiry was under the operational control of the Agency and not the Air Force during the time in question and referred me to Colonel Heston Cole, Deputy Director for Operations, OSI, if I wished to confirm this fact. Ettenson was friendly throughout and agreed he would do nothing with Goldwater's office until we had a chance to review the matter. 9. (Internal Use Only - LLM) Called Jim Wilkinson, Office of Management and Budget, concerning their request for Agency comments on H. R. 9853 on an expedite basis and learned that they were soliciting comments from agencies for the use of David Young, National Security Council staff, who is formulating the Administration's position on H. R. 9853, which establishes a Commission on the Classification and Protection of Information, as well as on two others, H. R. 10277 and S. 2965. In response to my query, Wilkinson said that it was likely that the eventual position would be that any problem could be resolved by revision of Executive 25X1A Order 10501 and that legislation was not necessary. (Confidential - GLC) Made arrangements for Mr. John Clarke and myself to meet with Bill Woodruff, Senate Appropriations Committee staff, informally Monday morning at 10 a. m. to obtain from Woodruff views which he says he has with regard to budget aspects of the changes in the intelligence community structure. Woodruff also asked if we could have someone come up to change a safe combination on one of their safes and see if we could open a safe which they believe is jammed. A member of the Security office and I will take care of this tomorrow morning. 2. (Confidential - GLC) George Murphy, Joint Committee on Atomic Energy staff, called regarding an article in today's Washington Daily News having to do with a desire on the part of the French to obtain from the British nuclear data which the British have received from the U. S. According to the article this can be accomplished only if certain changes are made in the provisions of the Atomic Energy Act on this subject. Murphy said the Committee was writing a letter to the Atomic Energy Commission on this today, but asked if we had heard anything about this. I told him I would look into it and be back in touch with him tomorrow. 3. (Confidential - GLC) C. B. Morrison, on the staff of Senator Allen J. Ellender, called late this afternoon and asked "How many civilians are there in the Soviet Defense Ministry? " He added that he was pulling together comparative figures between the Soviet Union and the U. S. I 25X1A placed this request with of DDI. He said Mr. Bruce Clarke feels he can get this information for us tomorrow morning. 4. (Confidential - GLC) Talked with Mr. Frank Nelson, ISA, DOD, about the Agency's position with respect to the application of the Symington Cambodian amendment and the exclusion from that amendment of Agency costs not involved with assistance related programs in Cambodia. Mr. Nelson seemed to appreciate this, but said he would like to establish a contact with our operating people dealing with Cambodia to determine what, if any, costs should be included in the reports on expenditures under the ceiling of the Symington Cambodian amendment.
