a Approved or.Release ?001/11/0.1 CIA-RQP74BOO415R000300070031-4 The parent company of Air America is the Pacific Corporation, U.S. corporation originally incorporated in Delaware as the Airdale Corporation on 10 July 1950. The Pacific Corporation owns 100% of Air America which was originally incorporated in Delaware as CAT on 10 July 1950.. The name was changed from CAT to Air America in March 1959.. Air America, in turn, owns Air Asia which company was incorporated in the Republic of China on 19 January 1955. Air Asia serves as the maintenance and technical arm of Air America in the Far East. This aviation complex was originally procured by the U.S. Govern- ment in 1950 to deny its assets to the Chinese Communists and to make available to the U.S. Government certain air capabilities not available through commercial means due to the sensitivity of flights and the risks involved. This asset has been made available not only to this Agency but also to various agencies of the U.S. Government, and at the present time, : its major custo is Agency, in that 25X1 C While the Pacific. Corporation and its "subsid'xaries, Air America and Air Asia, are legitimate commercial entities, ownership and control 25X1 C; 2 In addition to the sensitive classified operations performed on behalf of this Agency, the company is involved in performing flying and aircraft maintenance for the U.S. Government, certain foreign countries, and private industry in the Far East. The majority of flying is done in Southeast Asia with the majority of maintenance being performed in Taiwan. The company operates a fleet of approximately 170 aircraft, both fixed wing and helicopters, and employs slightly over 8500 employees of which about 800 are U.S. citizens.. ApprWq~1 Wor-elgaT 2 ?',j'1f/01T CIA,~RDrJ4Bp04A5F3p00300070031-4 ~n7"How long a a are we gotfinggg to-permit hAmerican Presidents to conduct private wars through the secret instrumentality of the C.I.A.?" -- Congressman Nelson -Reports coming from Washington indicate the slowdevelopment of the greatest scandal in the history of the notion, IF Congress has the courage, intelligence and integrity to meet its obligation, 'In 1947 the supersecret government of the Council on Foreign Relations, hav- ing baited the United States government into their United Nations, set out to obtain a secret standing army to meet the needs of'the United-Nations. The J.N. Charter plainly called for such an armed forte to enforce its decrees, but the C.F.R. agents in government feared. to raise the question in a Congress completely hoodwinked by "peace" slogans. The Council on Foreign Relations and their United Nations, dedicated as they.were to the establishment of a` world' empire, recognized the necessity.of having available a standing army to aid them in acquiring the trappings.of empire and protection for their conquests after they had been achieved. The Congress, blissfully unaware,: as usual, - of- the schemes of our 'most distinguished citizens"' adopted the National Security Act of 1947, creating'the C.I.A. (Central Intelligence Agency.) OUR TAXES FOR .AN "UNACCOUNTABLE'! C.I.A. The C.I.A. presumably became a secret service organization of the United States Government, Congress has appropriated literally billions of dollars annually for its operations--money for which no accounting is required. It would appear that the right of Congress to hand over such enormous sums of the tax- payers' money to such an agency and without any Congressional supervision is not debatable -- not-.even in the light of--consistent failures to protect the public interest. Now however, Congress is becoming cognizant of a fact known to thousands of ordinary citizens for many years: The C.I.A. has been engaged in private wars all over the world. They were involved in'the Cuban revolution; in the C.I.A. Hungarian revolution; in earlier wars in Laos and Cambodia; in Vietnam; INVOLVE- and there is substantial evidence that they were busy in Korea prior MCMI' to the outbreak of that war. Official Washington has always looked IN the other way when the exploits of the C.I.A. were in question. But GLOBAL the steadily mounting casualty rate in Vietnam and the escalation of WAR the war throughout Southeast Asia has-finally forced Congress to make an effort, however feeble, to try to learn what is going on. They ran head-on.into the C.I.A. and its Southeast Asian wars. Fortunately, a man formerly high in C.I.A. councils defected and has been telling Congress some hair-raising tales of the perpetual private wars and experiments in high--:and we do mean high--finance. The C.I.A. has joined forces with other government give-away projects and with the almost unlimited money and credit of the American people at their disposal, they have been build- ing financial empires throughout the world. C.I.A. -BRAINCHILD OF ALLEN DULLES The C.I.A. has been in existence since 1947:(24 years). It was set up by Mr. Allen Dulles, who dominated it during most of that time. The C.I.A. then was established and operated on the -ideas and principles of Mr. Dulles; it was his brain-child. It behooves the nation to try to fathom what was the objective of Mr. Dulles.. DULLES FAMILY HISTORY The Dulles family apparently had a hereditary claim to the Department of State. Mr. Dulles' grandfather, John W. Foster, was Secretary of State in the Harrison Administration in 1892. Secretary Foster's son-in-law, Robert Lansing, was Secretary of State in the Wilson Administration. And Allen's brother, John Foster Dulles, was Secretary of State in the Eisenhower Administration. Secretary Lansing had become a mere figurehead quite early in his term; his duties and political position had been usurped by Mr. Edward M. House, a self-appointed special adviser to President Wilson. In their college days, Allen Dulles and his brother John Foster Dulles joined the Intercollegiate Socialist Society, an organization dedicated to the overthrow of the United States government and the elimination of "the Wolves of Wall Street". In time the Intercollegiate Society merged with radical labor groups and became thhheea League for Industrial D~emocracy. FIRST APPEARANCE OF BASIC PLANNERS FOR WORLD GOVERNMENT To this end the Money Trust (which operates thrmiZ-1i the Council on Foreign Relations---which now IS the government of the former United States of America) sent a faithful member-agent, Mr. Edward Mandel House, on a tour of the colleges and universities, recruiting the-best brains of the Inter-collegiate Socialist Society. The students were promised rich and life long rewards if they would abandon their comrades in the League for Industrial Democracy and join. the "Wolves" with the object of planning a world government to be controlled by the banking interests of the United States and Europe. The blandishments of Mr. House resulted in the organization of a group of 150 "intellectual elitists" which Mr. House named simply "The Inquiry". They were set to work for the advancement of the world-government projects of the International Money Trust. When war broke out in Europe, The Inquiry group began work on the Covenant of the League of Nations, which proved to be a blue-print for world, government and was so recognized and rejected, by the U.S. Senate of that time. Unfortunately, the Senate of 1945 did not see in the Charter of the United Nations the same objectives that were apparent to the Senators of an earlier period. FURTHER IUTLLES HISTORY In his book, "The Craft of Intelligence," Allen Dulles tells that, upon his graduation from college in 1914, he "worked his way" around the world teaching in India and China and throughout.the Far East. Inasmuch as he was a working member of The Inquiry and agent for the International Bankers, an informed reader might question the nature of his travels and the "work" required to get him around. At any rate, Mr. Dulles relates that upon his return to the United States, in 1915, he became a member of the diplomatic corps. Considering that his mentor, E. M. House, was ensconced in the White House with the power of a plenipotentiary, and his uncle was occupying the position of Secretary of State, obtaining a job in the diplomatic corps required very little effort on the part of Mr. Dulles; so the erstwhile Intercollegiate Socialist Society scholar was promptly sent oversees and was on the scene at the time of the downfall of the Hapsburg dynasty in Austria-Hungary. With World War.I off to an auspicious start, Mr. Dulles was transferred to Berne, Switzerland, where Lenin, financed and supported by the International Banking groups of New York and Hamburg, Germany, was training his revolutionary army. At the same time, Trotzky, similarly financed and supported, was training his group in New York. Funds for the actual invasion of Russia were deposited in the Central Bank of Sweden to be released on demand of the bankers' agent behind the scenes. It was not until the United States went to war that the funds were released and the so-called Bolshevik revolution took place. We might assume that unless Mr. Dulles was aware of what was taking place under his nose, so to speak, that he was sadly lacking in the qualities necessary to a diplomat, a professional spy or intelligence agent. When the war was over, the entire Inquiry group was transported to the Paris Peace Conference to witness first-hand the triumph of their world government plans. Mr. House had appointed himself spokesman for the United States delegation, thus forcing President Wilson into a subordinate position. When the House HOUSE schemes came to light, Mr. Wilson denounced House and severed all + connection with him. The failure of the League of Nations was a bitter WILSON blow to The Inquiry and their International Money Trust benefactors, who then decided that the failure had been due in part to inadequate communication and cooperation. Thereupon they created a political powerhouse known as the Council on Foreign Relations, in which master and servant joined hands and minds to conspire for another world war and another League of Nations. THEN CAME FRANKLIN To this end the Council on Foreign Relations began training the lesser lights of the organization for government service, while the heierarchy set about attaining control of both major political parties. Study groups were funneled, together with the results of their "studies", into the various government departments- particularly into the Department of State. A reserve supply of these agents accumulated in C.F.R. headquarters until, following the election of Franklin D. Roosevelt, they were poured into the highest echelons of Government and were known as the Brain Trust. What, if DULLES anything,` this super-spy organization knew about the coming Jap attack KNEW on.Pearl Harbor is for future historians, to determine. The Roosevelt amd.ly,? the Cabinet, advisers and others in Washington knew almost to the exact minute the time the attack would occur. This ' writer' was present in the Soldiers and Sailors '.Iemorial-,in Pittsburgh Pennsyyyllvania,,when former Senator Gerald P. Nye stated, BEFORE WOI) OF THE AT'fACK`HAD`BEEN RELEASED, that a dap attack on Pearl Harbor was imminent and that word of'the attack might come before we left the Memorial. IT DID. At anyrate, following the'attack, Mr. Dulles states that he was-invited by Major Donovan to join 'the'OSS, where he'served during the war. Mr. bu les during this time was still a member of the Council on Foreign-aelations and, as- they reported in announcing his death in 1969: ALLEN'S 'CREDENT'IALS TOPS, "He was one'of'the oldest, most cherished, `most constant and most IN trusted members of the Council' on-Foreign Relations.' He' was a C.F.R. member for 45 years, a Director for 42 years, for 2 years its Secretary and for 4 years its President...(hp) was,Chairman of one of the Council's most major projeets 'The Iixiited States and China-in World Affairs'......," At the end of the war, says fiir. Dulles, he was called.upon by President Tru- man to set up the Central Intelligence Agency which he proceeded to do. It, be came his pride and'joy, but having brought it into being,'he found himself unable to serve as''its first director. -A navy officer was to hold the organizationto-. gether with-34r. Dulles' help and constant advice until Mr. Dulles could be released from his far more prestigious position as PRESIDENT OF THE COUNCIL ON'FOREIGN" RELATIONS. (1946 to 19,50) C.I.A.- ITS WARS FINANCED BY TAXES The Central Intelligence Agency, the brain-child of Allen Dulles, has been financed for nearly -a? quarter of a century to the tune of many billions of dollars, by the American people. It'is to be regarded by the more informed and less gullible of the American Public as a spy agency of the Council on Foreign Relations. It has been enabled through its vast resources to join with other government- financed "give-away" agencies, such as 'the'still more generously funded operations of the Agency for International Development. Recent news,r Arts reveal that the C.I.A. has been financing and fighting wars all over the. word without the KNOLWEDGE -- much-less the consent -- of Congress. The war in Katanga was an excellent example of the objectives of these wars. There the principal objective was appropriation of the immensely rich Union Miniere and its vast copper resources. The late Congressman Donald Bruce of Indiana, who made an independent investigation to determine where the KATANGA profits ofthis war were to be diverted, came up with the names of some A BLOOD of the wealthiest members of the C.F.R., including one of the President's RED closest advisers and the Director of the AGENCY FOR INTERNATIONAL EXANTLE DEVELOPMENT (who resigned upon discovery). The brother of Dag A',Hamnaarskjold was to be one of the profiteers from the loot of the war being waged by the United Nations with the government of the United States pro- viding air transport for the bloodiest war in this century. The high courage and devotion to duty and country displayed by Congressman Bruce was completely. lost on a Congress devoted to the Money Trust. They were AFRAID to'challenge its right to loot this nation, to provoke and launch wars bringing death and a fate worse than death to MILLIONS of young Americans,,and to usurp the, powers, not only of Congress, but of the whole government -- brought under control of the United States. CONGRESS IS AFRAID OF TI-IEM but not of the betrayed people. MR.B RUCE Congressman Bruce died very young and very unexpectedly, which seems 6'VA'3,:. Congress has no control over the ON THE C.I.A., nor. does the C.I.A. report to Congress regarding the manner U.S. in which the money is being distributed. A recent article published TAXPAYERS' in the Palm Beach Post for Monday, October 4, 1971, reports that BUDGET LIST, a meeting of very important people, including the former directors YET GIVE NO of the C.I.A., had taken place in 1968 at Pratt House in New York ACCOUNTING City, the headquarters of the Council on Foreign Relations. This ????? .....meeting was said to have included Secretary of Treasury, Mr. C. Douglas Dillon.. The object of the meeting, according to this report, was general discussion of C.I.A. business, including the use by C.I.A. of other governmental agencies and also of private corporations in expanding its activities. It is noteworthy that the current director of the C.I.A. Mr. Richard Helms, is not mentioned in the report and that Mr. Helms' name does not appear PERHAPS on any C.F.R. list available to us, as do the names of the others THE C.F.R. mentioned. Recent reports indicate that Mr. Helms may be in dis- COULD favor with the C.F.R. and on his. way out of the C.I.A. The C.I.A. ANSWER does not report to Congress, but it does report to the Council on THAT Foreign Relations. The"defector" from the C.I.A. complex is doted by Mr. James McCartney of the Washington Herald Bureau as saying that Air America has"more employees than the C.I.A. itself, and the C.Y.A. had 18,000...... Air America simply is the largest of a highly complex structure of secret and semi-secret C.I.A.-related corporations with interest in air-power." The "employees" of this vast agency, which has a close working relationship with the Agency,for Internatioral1 Development, which also operates beyond Congressional authority, might well Laos-type wars all over the world. Congress, through the Senate Foreign Relations Committee, is said to be "investigating" the situation. The Chair- ACTION: man of this Committee and the Secretary of State are both members WRITE of the Council on Foreign Relations,and the State Department is SENATE the clearing house for United Nations directives and other common- FOREIGN cations. In the spring of 1969, Mary Davison wrote two booklets, "The New Team" and "More of the Amazing Antics of the. New Team," which deal with C.I.A. and its attempts to "..,establish-an underground government within our government" a reported in the Government Employees' Exchange (a government employees' news sheet) excerpted from the report of John R. Rarick, Congressman of Louisana, in the Congressional Record of April 30, 1969, page E-3527.
