SUBJECT: Conversation with Representative Leslie Arends
Re Enhanced Role of the DCI
Met with Representative Arends and briefed him on the
above subject. He seemed to think the general idea was sound,
remarking that this should help to smooth out some of the wrinkles
in the intelligence structure. However, he wondered whether it
would complicate the
funding of CIA. I said that
I couldn't answer this directly, but saw no reason why it should
necessarily affect present procedures.
