2. Scott Cohen, Executive Assistant to
Senator Charles Percy (R., Ill. ), called to say the Senator had picked up
some ''sensitive" information concerning the Agency which he wished to
pass to us promptly. Cohen and I agreed to meet for lunch Monday, 3 April
to discuss the matter.
3. Richard Perle, staff of the Subcommittee
on National Security and International Operations, called and said that he
and Dorothy Fosdick would like a briefing as soon as possible on the use
of overhead reconnaissance techni ues in connection with the drug control
problem. I arranged for to meet with Perle and Fosdick at
3:00 p.m. tomorrow.
4. Talked to about his
appearance before the Senate Foreign Relations Committee, in connection
with the Case bill (S.2224 on making intelligence information available to
the Congress). strongly recommended we examine the transcript
of the question and answer part of his appearance as soon as it is available.

5. Discussed with Mary Lou Keaney, 25X1
in the office of Senator Robert Taft (R., Ohio), a suggested reply to a letter
from two high school students inquiring about the Agency and Cambodia.
It was suggested that Miss Keaney contact the Cambodian desk officer at
State who would probably be able to provide most of the information requested.

4. Hand-carried to George Murphy, on the staff 25X1
of the Joint Committee on Atomic Energy, copy #3 of the corrected transcript
of the Director's briefing of the Joint Committee on 16 February 1972.
Murphy renewed his request for any information that we could give him on
as well as any comment we could give him on the story 25X1
which appeared in the New York Times on the 12th of March alleging a
"revolutionary potential" among the native Taiwanese. I assured Murphy
that I was checking on these and would be in touch with him later.
5. Met with Miss Helen Mattas, House
Foreign Affairs Committee staff, and reviewed the portion of the transcript
of the statement of Maurice J. Williams, Deputy Administrator, AID, of
21 March relating to questions concerning the GAO report referenced in the
New York Times of Sunday, 19 March. Mr. Williams repeated the agreed
statement verbatim with the exception that he corrected the figure 250,000
Lao refugees giving the correct figure 280,000. The tone of his response
was unequivocal and to the point that USAID is not providing support for
Lao military/paramilitary forces and dependents. Miss Mattas also gave
me a copy of the prepared statement read into the ?record by Mr. Williams.

6. Met with Mr. Frank Slatinshek, Acting Chief
Counsel, House Armed Services Committee, and delivered to him the
Director's letter to the Chairman forwarding certain information on the
Soviet navy for inclusion in the Committee records. This closes out for
the moment the various actions that resulted from the letter of 7 March
from Representative Aspin (D. , Wis. ) to the Director.
In response to his earlier request I gave Mr. Slatinshek a blind
memorandum dated 23 March for his use concerning the GAO report of
USAID assistance to Lao military and paramilitary forces and dependents.
We were joined by Mr. Maury at which time Mr. Slatinshek briefed us on
two GAO actions of interest to the Agency. See Memorandum for Record.
He told us also that he has scheduled a current intelligence briefing
by DIA for the Intelligence Subcommittee on Wednesday afternoon, 29 March;
at 4:00 p.m. He will request a briefing by the Agency on selected current
items some time after the recess and will work out the details with us after
the AID appearance next week. He requested that in general the briefing
be conducted by individuals at the working levels to avoid formality and to
assist the members in developing a better feel for intelligence concepts and
capabilities.
I briefed Mr. Slatinshek on the Wu-Chai launch facility and the
Soviet Mod 3 SS-11 status.

7. Talked to Miss Dora McCracken, House 25X1
Foreign Affairs Committee staff, who checked the prepared statement used
by USAID Deputy Director Maurice J. Williams in testimony before the full
Committee yesterday. The statement prepared for Mr. Williams' use to
rebut the New York Times report of Senator Kennedy's (D. , Mass.) charges
was not contained therein. The transcript of the hearing is not available
and will not be available for some time due to a backlog of reporting.

8. Last night Dave Abshire, Assistant Secretary
of State for Congressional Relations, called to say that Assistant Secretary
of State for Inter-American Affairs, Charles Meyer, had information that
Representative Dante Fascell (D. , Fla.) felt he was in a "difficult position"
as a result of the revelations regarding ITT, CIA, and Chile, and was
considering taking up the subject in open hearings of his Subcommittee on
Inter-American Affairs of the Fgrei_gp_A_Laiss Committee. Abshire said if
this happened he was afraid the Department "couldn't be much help." I said
I was afraid we couldn't be much help either since we didn't appear in open
hearings and, moreover, even if we did, the first questions would concern
who made the policy decisions. I told Abshire that I'd take the matter up with
the Director and let him know the results.
During the above conversation, Mr. Abshire 25X1
said that Senator Henry Bellmon (R. , Okla.) wondered if the Director would
be willing to talk to a small breakfast group of a half dozen Senators. I told
Abshire I would raise the matter with the Director but we might also consider
inviting them out to Headquarters for breakfast.
10. This afternoon Mr. Abshire called to 25X1
say that when Secretary Rogers appeared before the Foreign Relations Committee
today, Senator Church had referred to information he claimed he had from
CIA that the Chinese Communists were much put out over the alleged unseemingly
conduct of Ambassador Watson. After checking throughout the Agency and
conferring with the Director, I called Abshire to assure him that the Agency
had no such information and certainly po responsible Agency officer made such
an allegation. I urged Abshire to relay this to appropriate members of the
Committee.
I also told Abshire that I informed the Director of the possibility that
Representative Fascell would conduct hearings on the Chile affair but we plan to
take no immediate action until we saw how things developed.

1. Delivered a personal letter from Mr. Maury
to Representative Les Aspin (D. , Wis. ) to the Representative's office and
left a copy of the dated signed letter with Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, for his use.
2.
Received a call from Mr. George Berdes,
House Foreign Affairs Committee staff, who asked for title
at the time he left the Agency. I told him was Deputy Director
for Research at the time he left the Agency on 1963.
3. Received a call from Mrs. Aberg, in the
office of Representative Ancher Nelsen (R. , Minn.), who request application
forms and brochures for a constituent. I told Mrs. Aberg that the material
would be sent out first thing in the morning.
4. Talked to Mr. Jim Shumate, Counsel,
House Armed Services Committee, who asked if I would check for him and
see if a copy is available of the story the Director tells about the two Russians
in the fields. Representative Dickinson (R., Ala.) would appreciate a copy of
it. I told Mr. Shumate that I would check on it.
5. Talked to Miss Joanne Ciaravella, Employee
Benefits Subcommittee staff, who told me that the Hanley bill, H. R. 11150,
was not reached on the agenda during the meeting of the full Committee today.
The next meeting of the full Committee for consideration of agenda items will
be in four weeks.
6. Mrs. Frances Funk, Clerical Assistant,
Senate Armed Services Committee, called and requested an employment
interview for After checking with
I advised her that an appointment has been scheduled for 3:30 this afternoon.
7. Discussed with Barbara Zeph, in the
office of Representative Clarence Miller (R., Ohio), a proposed reply to a
letter from a constituent expressing concern to reports that the Agency was
enlisting 10 and 11 year old boys to fight in Laos. Miss Zeph appreciated our
assistance and stated she would prepare the reply along the line suggested.

11. Met with Mrs. Dora McCracken, 25X1
Staff Assistant, House Foreign Affairs Committee, and received a copy
of the conference report to accompany S. 18, concerning grants to Radio
Free Europe and Radio Liberty. Mrs. McCracken told me that the
Committee staff as yet has heard nothing further concerning the alleged
report on dope in Thailand which according to Jack Anderson is to be
filed with the Committee by Representative Lester L. Wolff (D. , N.Y. ).
12. Met with Mr. Arthur Kuhl, Chief Clerk,
Senate Foreign Relations Committee, whom I had not seen since his
return from his travels through the Far East and Europe with Senator
Symington (D., Mo.). In brief, Mr. Kuhl told me that Senator Symington
had excluded him and the military escort from all meetings with Agency
personnel. The Senator, however, had seemed pleased with the treatment
he received at the hands of the Agency.

13. Met with Mr. John R. Blandford, Chief Counsel, 25X1
House Armed Services Committee, and briefed him on the Soviet VTOL,
the Foxbat Sinai overflight, and Chinese CSS-1 ground support equipment.
14. Met with Messrs. John Martiny and 25X1
Robert Lockhart, House Post Office and Civil Service Committee staff,
and reviewed with them the need for exemption for the Agency from Section 2
and 3 of H. R. 3807, a bill to amend Title 5 of the United States Code to
establish and govern the Federal Executive Service and for other purposes.
In discussion with Mr. Lockhart, after Mr. Martiny had to leave the meeting,
he pointed out that this is an Administration bill and is scheduled for hearings
starting with the Chairman of the Civil Service Commission on 28 March
solely as a result of a request by the Administration for consideration of the
measure. Mr. Lockhart pointed out that although he did foresee little
difficulty in the Agency convincing a member of the Committee to introduce
the appropriate amendments on our behalf during Committee consideration
of the bill, he would recommend serious consideration of reviewing the
matter with the Civil Service Commission before the Chairman's appearance
on the 28th. Since the bill is an Administration one, a mere request by the
Chairman of the Civil Service Commission during his presentation on the 28th
for an amendment on the Agency's behalf could be expected to be adopted with
minimum discussion. He noted that we might want to consider suggesting to
the Commission that there are other agencies as well as ours among those
granted specific exemption from Section 1 of the bill that probably should be
exempt from Section 2 and 3. I thanked Mr. Lockhart for his advice and told
him I would be back in touch the first of the week. Mr. Warner, OGC and

1. I called Barbara Rathe, Executive
Secretary to Representative Hale Boggs (D. , La.), in response to Representa-
tive Boggs' transmittal note of 10 March forwarding a letter 25X1
name.
I told Miss Rathe that we have no record of an employee by that

has been very persistent in her calls to Representative Boggs'
New Orleans office. She asked if we would confirm the conversation with a

At the request of
I called Mr. Al Westphal, House Foreign Affairs Committee staff,
and confirmed with him the current status of the RFE/RL conference report.
In accordance with the rules of the House of Representatives, the report
will lie on the table for three days and then be voted on. Senator George
Aiken (R. , Vt. ), acting Chairman of the Senate conferees in the absence of
Senator Fulb right who is away from the city for the remainder of the week,
has indicated that he will make no statement until after the House has voted
on the report of the conferees. The report, in effect, adopts the Case bill,
S. 18, which provides for financing through 30 June 1972.
