4. (Secret - JGO) Met with Mr. Frank Slatinshek, Chief Counsel,
House Armed Services Committee, and discussed with him the Intelligence
Subcommittee request for briefing on the intelligence community. I talked
to him later in the day, after he had a chance to speak to Chairman Nedzi,
and learned that the Chairman would like to schedule hearings for the Agency
and DIA for the week of 18 December. He further defined the emphasis that
will be desired as follows: what impact has the Presidential Directive hard;
what was the situation before the Directive and after; and what remains to
be done. Mr. Parrott, IC, has been advised.
I briefed Slatinshek on the Soviet "J" vehicle and Somalia port
facilities.
5. (Internal Use Only - JGO) Deliverd a copy of the "World Opium
Survey 1972" to Mr. David Lovenheim, Administrative Assistant to
Representative Frank Horton (R. , N. Y. ). This is by way of followup to
the briefing given Lovenheim and Horton on 28 November 1972.
b. (Confidential - JGO) Met with Chairman Lucien Nedzi,
Intelligence Subcommittee of House Armed Services Committee, and
received from him the background studies relating to the Aspin letter.

As a separate matter Chairman Nedzi told me that he had talked
to Seymour Hersh, of the Times, today in which he picked up certain
allegations against the Agency. See Memorandum for the Record.
7. (Confidential - JGO) At their request, met with Dr. John
Brady and Robert Boyer, House Foreign Affairs Committee staff.
Dr. Brady told me that the staff study on narcotics traffic in the Far East
will be going to the printers momentarily. He told me he has sterilized
the report fairly completely as far as Agency references are concerned.
He will have copies of the galley proofs available for us Monday or Tuesday
and will call when they are received from the printers.
8. (Internal Use Only - JGO) Met with Mr. William Van Ness,
Chief Counsel, Senate Committee on Interior and Insular Affairs, and
received from him a letter from the Chairman, Senator Jackson (D. , Wash.
concerning executive session hearings scheduled by the Committee for
11 and 12 December.

9. (Confidential - JGO) Met with Scott Cohen, Executive
Assistant to Senator Charles H. Percy (R. , Ill.) who told me that
Senator Percy and Mrs. Percy are presently in Hawaii and will not
return to the States prior to his travel to the Far East. Cohen told
me he is also arranging other briefings for the Senator in his travel

Foreign Affairs Committee staff, and delivered to him the various items
requested by Representatives Fraser (D. , Minn. ), Rosenthal (D. , N. Y. ),
Buchanan (R. , Ala. ), and Lloyd (R., Utah) during the briefing provided'
on the Soviet Union on 15 November.
11. (Internal Use Only - JGO) Met with Marion "Buddy" Bishop,
Administrative Assistant to Representative Jamie Whitten (D. , Miss. ),
who told me that the itinerary furnished by Mr. Whitten on 16 November
is still firm from any information he has received. Mr. Shackley, WH
Division, has been advised.

12. (Internal Use Only - JGO) Met with Miss Kathy Kath, in the
office of Representative Goodloe E. Byron (D. , Md.), concerning the
constituent request of
I Maryland, Miss Kath told me that has been
in severa times to visit their office and that they felt that his complaint
of CIA's interference with his activities was completely unfounded.
Miss Kath will recommend that the matter be filed without further response
to the individual.

13. (Internal Use Only - JGO) Met with Miss Lynn Burns, Caseworker
in the office of Representative Robert Kastenmeier (D. , Wis. ), concerning
I Wisconsin, concerning Federal
research grants. In keeping with information received from
SA/DD/S&T, I told Miss Burns that the focal point in Government on the
question of privacy in computer files was Dr. Ruth Davis, of the Bureau
of Standards. Miss Burns expressed her appreciation and noted that they
did not know what to do with the letter but sent it to us knowing they would
receive a helpful response. No further action is required.

who briefed Representatives Donald Fraser (D., N. Y. ), Benjamin S.
Rosenthal (D., N. Y.), John Buchanan (R., Ala.), and Sherman P.
Lloyd (R., Utah), of the House Foreign Affairs Committee, and staff
members Cliff Hackett and Robert Boettcher, preparatory to their
upcoming trip to the Soviet Union. In response to questions I
covered Soviet Party organization and power structure, the government
organization, key personalities and the nature of their responsibilities
and power bases, government and Party organizations on the regional
and local levels, trade unions, press, minorities, dissidents, religion,
etc. Special interest was expressed in the plight of Soviet Jews and
it was suggested that.efforts to contact dissident Jewish elements
might be counterproductive and even dangerous and in any event the
advice of the embassy should be sought in this connection. The
members were given a general defensive briefing regarding audio
and document security, provocations and surveillance. In response
to questions about what groups or individuals might be accessible
and useful to ;meet, I mentioned several members of the
hierarchy and I remarked that, as lawyers, the members might get
some social and political insights by meeting with judicial or law
enforcement officials to discuss general problems of crime or
corruption. The briefing lasted two and a half hours and all present
expressed their appreciation.

Committee staff, called regarding a new date for our briefing of Representative
Donald Fraser on the CPSU in preparation for Fraser's upcoming trip to
the Soviet Union. It was agreed that) IOCI, and I would meet STAT
with the Congressman at 3:30 p.m. tomorrow in his office. Mr. Hackett 25X1A
and Robert Boettcher, of the Committee staff, will also be present.

1. (Confidential - JGO) Talked to Ralph Preston, House
Appropriations Committee staff, who told me that in general all he
knew about Representative Bow's (R. , Ohio) death is what has been
reported by the press, that he died this morning of a heart attack.
Washington funeral will be Wednesday morning at Gawler's Funeral
Home, Washington, at 9:30 and later in Canton, Ohio.
Preston told me that Representative Whitten (D. , Miss. ) is
in town and has put final approval on Thursday for briefing and lunch
at Headquarters prior to departure on Saturday for Mexico City. I
will pick up Whitten and Preston at 10:30 a. m. at the Capitol. As for
other Committee members, it is expected that Mr. Mahon will be
returning to the city early the week of 20 November. Mr. Sikes, however,
at this time may not be returning to the city until January.

FE Division, and met with Dr. John Brady and r. Robert oyer,
House Foreign Affairs Committee staff, and reviewed with them and
explained certain portions of Committee notes relating to organization of
the Executive branch and the involvement of the Central Intelligence Agency
in coordinated Cnvernment narcotics program beginning in October 1969. 25X1

3. (Confidential - GLC) John Goldsmith, Senate Armed Services
Committee staff, called to say that he had talked with Senator Stennis about
his trip and the Senator said nothing to him to fan or fuel the apprehension
which expressed to him last week. I have made arrangements
to see Goldsmith tomorrow.

10. (Confidential - JGO) In meeting with Frank Slatinshek, Chief
Counsel, House Armed Services Committee, he requested if possible that
the professional staff of the Armed Services Committee, all of whom sit
in on the Director's briefings, be included in the schedule to view the Cuban
missile crisis display and while they are at Headquarters be given an
updated briefing on the Agency. It was agreed that I would meet with
Slatinshek the first of the week to review the topics he deems desirable
for inclusion in the Agency briefing.

Foreign Affairs Committee staff, who asked if I could bring someone by

Preston filled me in on the changes that had been made since our last

Mr. Whitten probably each day next week. In consequence, he did suggest

5. (Confidential - JMM) Cliff Hackett, House Foreign Affairs
Committee staff, called to suggest a new date of the afternoon of Tuesday,
14 November for our briefing of Representative Donald Fraser on the CPSU.
He said he hoped other members might be present.
6. (Confidential - JGO) Met with Mr. Ralph Preston, Staff Assistant
House Appropriations Committee, and reviewed with him Appropriations
Committee instructions that have been written into the conference report
on the State, Judiciary, and Related Agencies Appropriations concerning
payment of transportation of foreign made vehicles and furniture. In brief,
Mr. Preston told me that the Department of Defense had violated a written
directive from Chairman Mahon and in defense of their action had claimed
in part that civilian agencies were not subject to the same instructions.
As a result the Chairman inserted the language in the State, Judiciary,
and Related Agencies Appropriation bill with the unanimous consent of
all conferees. In Mr. Preston's judgment the Chairman intends a final
cut-off date of 31 December 1972 and does not feel that there-should be any
exceptions. as been advised.

Tuesday - 7 November 1972
1. (Confidential - JMM) Called Helen Lawson, Secretary to Senator
Henry Bellmon, to say that we understood the Senator had asked the Library of
Congress to prepare material on Soviet agriculture as background for the
Senator's forthcoming trip to the Soviet Union and the Library had asked for
contributions from us. I said I was calling because we would be glad to offer
the Senator an oral briefing on the subject or otherwise provide material
responsive to his interests, and thought it might be more useful to get in touch
with his office directly. Miss Lawson was not familiar with the details of
the Senator's trip but said he planned to visit Moscow and possibly Poland and
Rumania. She said he would be in Washington only one day, on the 15th, prior
to his departure. We agreed she would have him call me from Oklahoma to
discuss the matter further as soon as she could get in touch with him.
2, (Confidential - JMM) Cliff Hackett, House Foreign Affairs ComAffairs Com _,
mittee staff, called to say that Representative Donald Fraser is planning
a trip to the Soviet Union and is especially interested in the organization
and workings of the CPSU on which he would like a briefing prior to departure.
He said the Library of Congress had recommended a study on the subject
put out by Senator Jackson's Subcommittee in 1963, but this might be out
of date and they would like a current review of the Party organization and
role, including any unclassified charts or rosters that they could take with
them. He said Fraser would be in Washington during Thanksgiving week
and tentatively they would like to plan the briefing for the afternoon of
Tuesday, 21 November. I said I would be back in touch with him shortly.

Mr. Robert Boyer, House Foreign Affairs Committee staff, and delivered
an unclassified biographic sketch nd told them
that we had been unable to provide any more definition of the operation of
the refinery at Ban Houie Tap during 1971 from information available at
Headquarters and have gone to the field for further information. Mr. Boyer
asked if we had been able to locate any further information on the reported
transfer of arms from Taiwan to the buffer insurgent groups and others
on the Thai border. I related that we have no further information other
than that provided in the general briefing and that we were not hopeful of
developing anything further on this subject. Dr. Brady indicated that
they have reached the end of the line in their research and are now closing
out the report as rapidly as possible.
6. (Internal Use Only - JGO) Received a call from Mr. Robert
Blum, Senate Foreign Relations Committee staff, who told me that the
Committee staff is in the process of finalizing the Committee legislative
calendar and needed a date, if possible, for closeout of the hearings on
Vietnam which is awaiting his study which hopefully will include certain
declassified OSS documentation from the middle 1940's. He asked if I
could give any estimate of when he might expect some determination. I
told him the question did come up late last week but that even though a
date was not given, I am hopeful that I would have some word for him in
ten days or so.
7. (Confidential - JMM) Called Pat Holt, Acting Chief of Staff, Senate
Foreign Relations Committee, and explained that the Director preferred not
to provide highly classified documents regarding a sensitive overseas installa-
tion to staff personnel, pointing out the matter had heretofore been handled
with the Chairman himself and the Director would prefer to keep it on this
level. Holt said he would pass the word to the Chairman.

1. (Confidential - JGO) Met with Mr. Charles Snodgrass,
Agriculture, Environmental and Consumer Protection Subcommittee
staff of House Appropriations Committee, and received from him a
draft itinerary of Representative Jamie Whitten's (D. , Miss.) travel
to Latin and South America on 18 November through 13 December.
Mr. Snodgrass told me that Ralph Preston, of the Committee staff, will
be back in the city tomorrow and more of the itinerary may be finalized
at that time. Mr. Whitten will want a briefing from the Agency prior
to departure 16 November (this has been suggested by his office but the
time and place has not been determined). Mr. Snodgrass told me that
representatives of the Department of Agriculture are making
all arrangements for airline tickets and hotel reservations.
2. (Internal Use Only - JGO) Met with Mr. Franklin Schupp,
House Foreign Affairs Committee staff, who told me that the Chairman
has named Marian Czarnecki as Staff Coordinator for the present
pending later appointment of Staff Administrator to replace Dr. Roy
Bullock who retired on 31 October 1972.
