1. Rady Johnson, Assistant Secretary of Defense
(Legislative Affairs), called to ask if we were briefing Fulbright on the dike
problem. I said it was scheduled for this afternoon and he could tell Laird we
were taking care of it.
Johnson said Defense had decided that the Nelson amendment regarding
weather manipulation was "undebatable" and they were taking no position on it
vis-a-vis the Armed Services Committee.
I asked Johnson what they were doing about the Symington amendment
(Laos ceiling). He said Fred Buzhardt, Defense General Counsel, was trying
to work out some compromise language they hoped we could all live with. I
said I thought this might create problems and we much preferred a major
effort to knock out the whole thing in conference. Johnson said this would be
preferable, but he wasn't sure it was feasible. I said, nevertheless, I thought
we ought to pull out all the stops, and go the compromise language route, only
as a last resort.
2. Briefed Dorothy Fosdick and Richard Perle,
National Security and International Operations Subcommittee staff, on Soviet
withdrawal from Egypt, Cuban foreign policy, Soviet missile tests, Soviet
ship construction, and Soviet fighter aircraft deployment to the Far East.
3. Representative Ogden R. Reid (D., N. Y.)
contacted me this morning and told me about his letter of 25 July to the Chairman
of the House Foreign Affairs Committee requesting a congressional investigation
into charges that the Central Intelligence Agency and the State Department
have been actively involved in illegal narcotics traffic from Southeast Asia. See
Memorandum for the Record.

1. John Goldsmith, Senate Armed Services
Committee staff, called early this morning to invite our attention to the
Nelson amendment No. 1354 to the Military Procurement Authorization
Act H. R. 15495 which would add a new section 605 prohibiting funds for
the modification of weather conditions for military purposes, mentioning
especially the seeding of clouds. I told Goldsmith I was about to join the
Director who was appearing before House Armed Services Committee and
asked him to relay his information to of my Office. See
Memo for Record.

Accompanied the Director and Messrs. Duckett
and George Allen who briefed the full House Armed Services Committee on
SALT verification. See Memo for Record and transcript.
3. The Director and I talked privately to
Frank Slatinshek, Chief Counsel, House Armed Services Committee, prior
to the Director's appearance this morning before the full Committee, and we
explained our serious concern about the ceiling which the Senate
had established for the U.S. program in Laos, and urged the importance of
knocking out this provision entirely, rather than trying to solve the problem
with technical changes in the language. Slatin.shek fully agreed, and I asked
that he keep me informed of developments so we could explain the problem to
House conference members when the bill reaches the House.

4. Talked to Representative Bill Nichols and
explained that we would give a constituent in which he is
especially interested, every consideration. I had earlier told Nichols that we had
considered but the present quota was filled and
the next class would not be until next year. This morning Nichols said he was
sure would be willing to wait until the next class if there was any
chance of his getting Agency employment.

5. Talked to Dick Cook, who handles the House
side of the Congress for the White House, and told him about our concern
over the Laos ceiling. Cook seemed to be entirely uninformed about the situation.
When I said I understood some thought was being given to solving the problem_
?by changes in language, but we believed the complete deletion of the ceiling
would be preferable, Cook agreed.
6. Ralph Preston, Staff Assistant, House
Appropriations Committee, called to say Chairman Mahon would like the
Director to appear before the Special Group on Wednesday, 2 August at
10:00 a. m. for a world roundup briefing.
7. Jim Lowenstein, Senate Foreign Relations
Committee staff, called to confirm our briefing of Chairman Fulbright
tomorrow afternoon at 3:30 regarding the bombing of dikes question. He said
25X1 Chairman Fulbright would like Senator Aiken to attend and wanted to be sure
we would bring photographic material.

8. Called Ed Braswell, Chief Counsel, Senate
Armed Services Committee, and said the Agency had no interest in the
Nelson amendment which would cut off funds for any activities designed to
modify weather conditions for military purposes.
9. During the Director's appearance on the
Hill, I received a call from Mr. Ralph Preston, House Appropriations
Committee staff, who told me the Chairman has scheduled Wednesday morning,
2 August, at 10:00 for briefing of the Special Group. He has decided against a
briefing of the Defense Subcommittee. In a second conversation he said that
since the Director is on the Hill, the Chairman would appreciate it if Mr. Helms
could stop by his office in the Capitol, Room H 218, after he finishes his
session with the Armed Services Committee. The Director was advised.
10. Talked to Mr. Jack Sullivan and Miss Helen
Mattas, House Foreign Affairs Committee staff, and confirmed the final
arrangements for the Director's briefing of the full Foreign Affairs Committee
tomorrow, 27 July, at 10:00 a. m.

on International Narcotics Matters, to a meeting with David Martin, Senate
Internal Security Subcommittee, to discuss further Martin's interest in the
illicit drug situation. See Mr. Lawler's Memorandum for the Record.
12. Talked with Nancy Bearg and Ed Braswell,
Senate Armed Services Committee staff, pointing out that statements to the
effect that Senator Cooper's bill, S. 2224, did nothing more than establish
the same type of arrangement which has existed for the Joint Committee on
Atomic Energy for so many years without any leaks are a gross misstatement
of the situation. I said Senator Stennis might want to talk with Senator
Jackson (who is both a member of the Armed Services Committee and the
JCAE) about the security procedures and arrangements in the JCAE and added
that Braswell might want to also discuss the matter with members of the
JCAE staff. Braswell said he realized that the statement which I mentioned
was highly inaccurate and asked if we would jot down some points that we
thought were pertinent. I said we would do this.
13. J. Arnold Shaw, Printing Services, called
and invited a representative of this office to attend a lunch with Jack Haley,
Staff Director, Joint Committee on Printing, on 2 August. Shaw said
Mr. Coffey and he wanted to talk with Haley about a speech which Shaw
will be giving to the International Association of Printing Craftsmen on
9 August and review with him the wisdom of showing this group an Agency
film on printing facilities. I told Shaw I could see some possible problems
in showing such a film to this group but said I would be happy to attend the
lunch.
14. Marion Ball, USIA, called in connection
with a request she received from Mr. Pat Korten, in the office of Representa-
tive Barry Goldwater, Jr. (R., Calif.), to put the Congressman on the
mailing list for FBIS publications. I told Miss Ball I would follow up on this
with Mr. Goldwater's office.
Called and talked to Mr. Korten and made arrangements to provide
him with the FBIS White Book. FBIS has been advised.

15. Returned to Bill Woodruff, Counsel,
Senate Appropriations Committee, the copy of the GAO report on the
pacification program which he had loaned to us.
16. Mr. John Goldsmith, enate Armed
Services Committee staff, called and asked whether the Agency might
have an interest in the just introduced Nelson amendment No. 1354 to the
Military Procurement Authorization Act which prohibits expenditure of any
U.S. funds for the military application of weather modification techniques.

17. Jay Sourwine, Chief Counsel, Senate
Internal Security Subcommittee, called to say that he had seen an
unpublished Paul Scott column indicating that many Communist youths
were escaping to Hong Kong from Mainland China, some with arms. He
said that if there was any substance to this story the Subcommittee might
want to conduct hearings on dissident youth movement in Mainland China
or other Communist countries and that perhaps the Agency might be able
to suggest potential witnesses in this regard. Per Sourwine, the unpublished
Scott column mentioned 6, 000 escapees, of whom 4, 500 were under age 25
and 3, 000 under age 18. advised that we should refer 25X1
Sourwine to State which controls the statistics on this and that according to
our information there has been only a slight increase of immigrants from
China to Hong Kong and that we have no information that the immigrants are
bearing arms.
25X1 18. Mrs. Moser, in the office of Representative
Joseph McDade (R., Pa.), called to set up an interview
sometime next month to discuss employment possibilities. After checking
with Office of Personnel, I advised Mrs. Moser that an appointment has been
scheduled for Tuesday, August 15, at 2:00,

4. Jim Lowenstein, Senate Foreign Relations
Committee staff, called and said Chairman Fulbright would like him, Carl
Marcy and Richard Moose to attend the Chairman's briefing by an Agency
representative on the bombing of dikes in North Vietnam. They proposed
3:30 Thursday, 27 July, in room 5-116 in the Capitol. Paul Walsh, Acting DDT
who will do the briefing has been notified.

5. Talked to Marshall Wright, Deputy Assistant 25X1
Secretary of State for Congressional Relations, and explained that we would
prefer that Mr. Abshire not attend our breakfast meeting with Senator Henry
Bellmon and his group of junior Republican senators.
Mr. Wright spoke of the shambles resulting from yesterday's Senate
action on the foreign aid bill and said the Administration now had three options--
a new bill in the Senate, a House bill (which the Senate would probably mutilate)
or submit the entire old foreign aid bill as an amendment to the military
authorization. He predicted that the second alternative, the House bill, would
be the most likely prospect.
I raised the question of the Laos ceiling, remarking that we would hope
to see this entire provision struck out in conference. Wright said he was not
up-to-date on this but he did understand that Defense was trying to work out
a deal with Chairman Hebert, House Armed Services Committee, to insert
some "artful language" in the bill that would limit the effect of the ceiling.
I said it seemed to us that having the ceiling struck out entirely would be
far preferable since the "artful language" approach was likely to get us in
trouble and cost us our credibility.
6. Met with Nancy Bearg, Research Assistant,
Senate Armed Services Committee? who briefed me on the highlights of
Secretary Laird's testimony before the Committee yesterday on SALT.
7. (Confidential - JMM) In the absence of Frank Slatinshek, Chief
Counsel, House Armed Services Committee, I left a message with his secretary,
Miss Kalinowski, reemphasizing what I had told him yesterday of our serious
concern about the Laos ceiling, and our belief that every possible effort should be
made in conference to strike out this provision entirely, rather than modifying
it with technical changes in the language. Miss Kalinowski was aware of the
problem and said that she didn't think the matter would come up for several weeks.

1. In a conversation today on another matter,
Ed Braswell, Chief Counsel, enate Armed Services Committee, said he
wanted to ask the question for the record whether the Director would object
to having parts of his testimony quoted in the Committee hearings and reports
on the SALT agreement. I told him the Director had maintained a position
over the years of not agreeing to having any of his testimony before any
Committee quoted in the public record. I said there were ways of generalizing
some of his comments if he wished to try that approach, but Braswell said
that was not necessary. He said they would merely indicate for the record
that the Director appeared before the Committee in executive session and
briefed the members on U.S. detection capabilities in connection with the
SALT agreement.

Monday - 24 July 1972
3. Met with Ed Braswell, Chief Counsel, Senate
Armed Services Committee, whom I briefed on recent developments regarding
Soviet ICBM tests, Soviet withdrawals from Egypt, SA-3 missiles in Iraq, and
fact that photos show no evidence of deliberate bombing of dikes.
Braswell showed me in strict confidence a 17 July letter to Chairman
Stennis from Senator John Sherman Cooper urging that the Armed Services
Committee take up S.2224, the Cooper bill requiring that intelligence information
be made available to Congress through the Foreign Relations and Armed Services
Committees. In the letter Cooper argued that the experience with the Joint
Committee on Atomic Energy indicated that sensitive material could be
adequately protected, that he foresaw no problems of executive privilege,
and there was no reason why intelligence sources and methods need be exposed
by his proposal. I reminded Braswell we had sent over a good deal of material
on this subject. Braswell said Stennis planned to "discuss the bill" in the
Committee but would probably not "get around to" hearings for some time if
at all. Braswell said that at least two members of the Committee--Symington
and Hughes--would probably actively support the bill, and that it would probably
be carried in a floor vote if reported out.
Braswell asked if we knew anything about the Lavelle case. I told him
I certainly did not and I was reasonably sure the Agency had no involvement
whatsoever. Braswell said it was an extremely troublesome matter since the
military were obviously covering something up. He said they had refused
to let Jim Woolsey, whom Stennis had sent to the field to investigate, see
any Joint Chiefs traffic on the subject.

4. After consulting with the Director, I called
Marshall Wright, Deputy Assistant Secretary of State for Congressional Relations,
to say that the Director would be happy to have Senator Henry Bellmon and some
of his informal group of junior Republican Senators (probably Taft, Buckley,
Fannin, Roth, and Stevens) visit Headquarters for a breakfast briefing on
Thursday, 3 August.
5. Met with Mr. Jack Sullivan, House
Foreign Affairs Committee staff, and reviewed with him the Director's
briefing on Thursday, 27 July. I also received from Mr. Sullivan a listing
of the staff members who may be in attendance at the briefing. I met also
with Miss Helen Mattas, of the Committee staff, and confirmed with her the
administrative arrangements for the briefing.

2. Received a call from Mr. Frank Slatinshek,
Chief Counsel, House Armed Services Committee, who told me that Senator
Jackson (D., Wash.) had posed a number of questions to Secretary Laird in
his appearance before Senate Armed Services yesterday. The same questions
may well be asked of the Director in his appearance tomorrow before House
Armed Services. Mr. Slatinshek will make a copy of them available for him
early in the morning.

Friday - 21 July 1972
1. Talked with Ralph Preston, Staff Assistant,
House Appropriations Committee, about the concern we have regarding
Senator Symington's requests to State and Defense for detailed information
on funds expended under the Symington ceiling for Laos for Fiscal 72.
Preston (like Bill Woodruff, Counsel, Senate Appropriations Committee)
feels that we would find it difficult to refuse to provide Symington with this
information in some form, but also agrees that we should refuse to permit
any GAO audit of these funds. Preston commented in this connection that
he would like to have copies of any material which is developed on the Agency's
expenditures for these reports.
I told Preston we were still hoping he could get together with us for
25X1 his'briefing session with Carl Duckett soon, but we appreciated the bind he
was in and would wait to hear fromhim as to his availability.

2. Picked up from the Senate Appropriations
and Armed Services Committees copies of the GAO report on pacification
program. One copy has been given to Mr. Colby and the other must be
returned to Bill Woodruff, Counsel, Senate Appropriations Committee.
3. In response to my query, Bill Nelson, C /FE,
checked his notes and said he could find no basis for the statement attributed
to General Vang Pao to the effect that Senator Symington had assured him
there would be no ceiling on U.S. expenditures for Laos in Fiscal 73.
Nelson agrees this was probably a misreading on the General's part of
Symington's statement to the General that Congress would see to it that
he got what he needed.

drug traffic abroad and advise Martin regarding the items covered in his

on Drugs and several classified Agency studies. Mr. Martin fully agreed that

whom I briefed on recent developments in Indochina, the Middle East, the
Soviet space program and . I told Senator Young of our
concern over the current spate of allegations regarding Agency involvement
in the illicit drug traffic.

7. Met with Bill Woodruff, Counsel, Senate Appropriations
Committee, and brought him up-to-date on a number of recent developments
including recent Hen House radar information, developments in China to reduce
the emphasis of Mao's ideological importance, reduction of Cuban support
to Latin American revolutionary groups, and Sadat's orders to reduce Soviet
military presence in Egypt.
I mentioned to Woodruff that we were drafting a letter which the Director
could send to the Chairmen of our four Subcommittees with copies to each
of the members bringing them up-to-date on allegations that have been made
about Agency involvement in illicit drug traffic and the responses we have
made to these charges. I said the letters would also indicate that the Director
would be happy to discuss this matter in greater detail with our members.
Woodruff felt that we had sent as many letters to the editors as we should
and saw no reason why we shouldn't send such a letter to our Chairmen.
I mentioned to Woodruff recent developments which have arisen as a
result of Senator Symington's letters to the Secretary of Defense and Secretary
of State requesting detailed information on funds expended under the Laos
ceiling for FY 72. Woodruff agreed that we would be hard pressed not to
provide details involving Agency expenditures to Senator Symington if he
desires them, but he also agreed that we should refuse any GAO audit of
funds which the Agency has expended under the Laos ceiling.
I told Woodruff our people had used Senator Ellencler's movie film of
his trip to the Soviet Union in 1956 in a training film on Russia and we thought
he might be interested in viewing it. Woodruff said this sounded interesting arid
said indeed he would be interested in seeing the film the next time he is out
at Headquarters. He commented that Senator Ellender is expected to be
out of town most of the time between now and early September, devoting his
time to campaigning.,for reelection.
8. Picked up from the Senate Armed Services
Committee a copy of the morning (open) appearance of Ambassador Gerald C.
Smith, Chief Delegate, Strategic Arms Limitation Talks, before the Committee
on 18 July. The Committee staff will give us a call when the afternoon
(executive) transcript is available.

Foreign Relations Committee, who told me that
received final TS clearance
from the Department of Defense by letter dated 2 June 1972 signed by
Mr. Rady Johnson.
2. FBIS, called to say
some of their people had raised the question as to whether now, since Senator
McGovern is the Democratic presidential candidate, we should offer to provide
him with FBIS material such as the Daily Report, Trends, etc. I said it was
my feeling this should be done only on the basis of a request from Senator
McGovern or on instruction from the White House, but said if the FBIS people
had strong feelings about this we would be glad to discuss it further.
3. Received a call from Bill Woodruff, Counsel,

Senate Appropriations Committee saying members of his staff had received
a call from a man by the name of who claimed he was being persecuted25xi
by the Agency and that one million volts of electricity were being put through
his body by Richard Helms. Woodruff wanted to report this to us and was

also interested in knowing whether we had any information on After
checking wit Security, I advised Woodruff this was
25X1 undoubtedly who had been contacting the Agency and
many other people around town for several years. I told him that he was
regarded as a mentally deranged crank, but as far as could be determined
thus far he was not dangerous. I told him is well-known to both 25X1
the FBI and Secret Service and suggested to Woodruff that members of their
staff avoid him in so far as possible.
I later had a call from Ed Braswell, Chief Counsel, Senate Armed
Services Committee, who said had called their office and talked 25X1
to their staff. I gave Braswell a similar rundown.

4. Peggy Brown, Senate Foreign Relations
Committee staff, called to say in their "mock up" of the record on SALT
hearings Staff Director Carl Marcy had asked her to include the opening
statement made by Chairman Fulbright at the Director's briefing of the
Committee on 20 June. Miss Brown asked for access to the Committee
transcript and wanted our agreement to their including the opening state-
ment (none of the Director's testimony will be included in the published
record). After checking the transcript I suggested to Miss Brown that the
Chairman's opening statement be modified to indicate that the Director was
testifying about verification of (rather than the advisability of) the interim
agreements in Moscow. She said she thought there would be no problem
on this but she would check it out with Mr. Marcy.
5. Ed Braswell, Chief Counsel, Senate Armed
Services Committee, said that in view of the Senate Foreign Relations
Committee's report on S. 2224 to the Armed Services Committee he thought
we should proceed to clear our proposed report on this bill with OMB and
submit it to the Committee. I told him we would do this.
6. Returned to the Joint Committee on Atomic
Energy the corrected copy of the transcript of the Director's briefing of
the Committee on 13 June.

talked about the problems of secrecy in Government and the impact of the
Cooper bill, S. 2224, on the Agency.

James Kronfeld, Staff member, Subcommittee
on Foreign Operations and Government Information, House Foreign Operations
Committee, called inquiring as to our implementation of E. 0. 11652 on
classification. He requested a short letter to Chairman Moorhead advising
that we are implementing the Order. He also requested a copy of our
regulation even if classified. I told him we were implementing the Order,
andthat a short note probably could be forwarded. I also told him I would
look into the request for a copy of our regulation since due to the nature of
our activities, it may be for internal use only.
25X1 13. Called Mr. Bill White, Office of Manage-
ment and Budget, to ask for the status of OMB's clearance of the Director's
report to Chairman McClellan, Senate Government Operations Committee,
on S. 3529, advisory committee legislation. Later Mr. White called and
cleared the report for transmittal.
25X1 14. Called Ray McRae, Minority Counsel,
Senate Government Operations Committee, in connection with the Committee's
executive session on a number of legislative items, including S. 3529, advisory
committee legislation. He said he would look out for our interests, but that
he doubted that the Committee would even have a quorum, or if they did, that
they would get to S. 3529 as there were a number of other legislative items
which would take precedence. I explained that the Office of Management and
? Budget had not officially cleared the Director's report to Chairman McClellan
and that we would want our views known before the full Committee takes
action on the bill.

Committee staff, called and asked for the names of the Committee members
present at the Director's briefing of 26 July and the time the briefing adjourned.
Ticer needed this information for his records and called on us since we are
retaining the transcript.
2. Leonard Killgore, Administrative Assistant
to Senator Barry Goldwater (R., Ariz.), called on behalf of 25X1
who Killgore said was interested in a position with either
the Agency or with USIA. Killgore asked if we would arrange for the appropriate
persons to interview After checking our records I called his
attention to the fact that had, in fact, been interviewed for a
position with the Agency in February of this year, had taken our professional
tests, but had not submitted the formal application him which had been given
to her. Mr. Killgore expressed embarrassment and irritation that she had
not mentioned this to him and said he would talk with me again after he had
taken the matter up

by buck slip for direct reply to I told Miss Ward that had
referred to an interest in research which the Agency may have done in

fication procedures of the recent Executive Order would apply to such reports.
I added that unless she had other thoughts on this, we propose to drop a note
to stating that any such reports which the Agency might have were not
subject to the automatic declassification procedures of the Executive Order.
She said this was fine, adding that the communication should not be given
any special consideration.

Senator Charles Mathias (R., Md.), and gave him the address of the
Strategic Services Unit which he will relay to a husband and wife writing
team who would like to review certain material involving a relative who was
associated with OSS (see Journal of 12 July 1972). The handling of this request
was coordinated with

Services Committee, iconcerning Senator Symington's letter to Secretaries
Rogers and Laird requesting full details on expenditures in Laos and he
agreed that: (1) the information concerning CIA expenditures should not be
provided on jurisdictional grounds and (2) such expenditures should not be
subject to a GAO audit as Senator Symington intends. Messrs.
OPPB, and were advised accordingly in connection with
clearance of State's proposed reply to Senator Symington's letter.
10. I talked to Mr. John Sullivan and Miss
Helen Mattas, House Foreign Affairs Committee staff, concerning the
handling of the transcript of the Director's appearance scheduled for
Thursday, 27 July. Arrangements were made by Miss Mattas through the
Office of the Official Reporters to Committees for assignment of .a reporter
for the hearing. A single copy of the transcript will be made. The transcript
will be retained by the Agency subject to call by the Committee.

SUBJECT: Discussion with Ed Braswell re Laos Ceiling
25X1 1. This afternoon, OPPB, and I discussed the above
matter with Ed Braswell, Chief Counsel, Senate Armed Services Committee.
We said we were confused as to the basis of the decision to cut the Laos
25X1 ceiling We said that such a cut might
well seriously impair the entire U.S. program in Laos for FY 1973. In
responding, Braswell made the following points:
a. The Committee has reported out the Defense Procurement
Authorization bill with the Symington ceiling for Laos. 25X1
b. This figure was proposed by Senator Symington and
accepted by the Committee with the full understanding that it
was to cover all Laos war-related expenditures including both
military and economic aid, was substituted
for the original request for proposed by the Adminis-
tration.
c. Braswell confided that the Committee's problem was that
nobody in the Administration seemed able or willing to speak up
clearly on the importance of a higher ceiling. He also complained
that the Defense Department had not been candid with the Committee.

d. In these circumstances, Braswell saw no hope that
anyone in the Committee would be willing to reopen the matter
on the floor and push for a higher ceiling. He did comment,
however, that if we wanted to pursue this possibility the place
to start would be to try to persuade Symington himself to recon-
sider and accept a higher ceiling.
e. When asked the possibility of getting the ceiling raised
in conference, Braswell said he couldn't predict any-thing in this
regard.
f. Braswell repeated several times that the real problem was
that there was "no one in charge" of the Laos problem--DOD
doesn't seem particularly interested and the State Department has
been ambivalent. On another occasion he commented that "the
Administration is hiding" on Laos.
g. Braswell voiced the personal opinion that the Administration
25X1 could "live with" the ceiling since its earlier requests
had been inflated.
2. In conclusion, Braswell paid that the only other course open to
us was :to try to get the White House to Make a strong pitch to the Congress.

3. In response to my earlier call, Tom
Moyer, in the General Counsel's office, Civil Service Commission, advised
that he had reviewed the nondiscrimination on account of age provision in S.1861
(Fair Labor Standards Act Amendments) with Travis Mills, and they had con-
cluded that it was not inconsistent with the mandatory age provision of the Civil
Service Retirement Act because the Age Discrimination in Employment Act of
1967 applies only to those within the ages 40 to 65. I explained to Mr. Moyer
why I felt a much stronger case could be made that the provision in S.1861 is
a separate and distinct enactment in the "form" of an amendment to the 1967
Act and, as a result, the Civil Service Commission could not take comfort in
the fact that the 1967 Act does not apply to a person 65 years of age or older.
4. Delivered to William J. Van Ness, Chief
Counsel, Committee on Interior and Insular Affairs, some material from
responsive to a request from Senator Henry M. Jackson.
5. Met with Frank Slatinshek, Chief Counsel,
House Armed Services Committee, who said the full Committee would like to
hear the Director at 10:00 a.m. on Wednesday, 26 July regarding the Soviet
strategic situation and SALT verification. Slatinshek indicated the Committee
would like to cover the same ground which the Director had covered with Senate
Armed Services, and would like to be sure that they heard the Director prior
to his appearance before the House Foreign Affairs Committee on the same
subject on 27 July. I told Slatinshek the Director was out of town and would
probably not be back until near the end of the week but I would check with the
Director immediately upon his return.
