MEMORANDUM FOR THE RECORD
SUBJECT: Headquarters Visit of Chairman Lucien Nedzi, Intelligence
Operations Subcommittee of House Armed Services
Committee
1. Chairman Nedzi spent a full day at Headquarters. In the
course of a two hour session with Messrs. Tweedy and Parrott on the
community, and the implementation of the President's 5 November 1971
directive, Mr. Nedzi expressed some puzzlement that many of the
recent coordinating measures had not been adopted earlier; he sharply
criticized DIA briefings for lack of candor and objectivity and expressed
a high regard for briefings by the Agency; he raised the question of
whether DIA was really necessary, and was assured that the Director
couldn't do his job without the support of DIA, and that in some respects
a certain amount of duplication was helpful (see D/IC Memo for Record
for further details).
After a private lunch with the Director,

NPIC, took the Chairman through the exhibit on the Cuban missile crisis
which Mr. Nedzi found extremely interesting. When told that it was
unclassified and that Agency dependents would be given an opportunity
to see it during the next several Saturdays, he remarked that his family
would find it very interesting and was invited to bring them. He said he
would be in touch with us.
3. During a two hour session, Mr. Carver briefed Mr. Nedzi on
the present situation and future prospects in Vietnam. (See Mr. Carver's
Memo for Records )In response to Mr. Nedzi's question, Mr. Carver said
there had been no further developments in a sensitive case involving POWs
on which Mr. Nedzi had been briefed some months ago.
4. Mr. Colby explained our periodic meetings with the Brookings
Seminars.

5. At Mr. Colby's invitation, Mr. Nedzi briefly sat in on
Mr. Colby's monthly meeting of Comptrollers where Mr. Colby explained
the system of financial management.
6. Next, Mr. Warner briefed Mr. Nedzi on the application of
the Executive Order on classification to the Agency. Although he asked
a number of questions, in conclusion Mr. Nedzi indicated he had no
strong views on the subject and no criticism of the way the problem was
being dealt with.
7. We then discussed the problem of legislation to provide greater
protection for intelligence sources and methods. In the course of explaining
the necessity for such legislation we brought Mr. Nedzi up-to-date on a
sensitive security case involving a former Agency employee, which had
been mentioned to him some weeks ago. Mr. Nedzi seemed to understand
our problem regarding new legislation, and asked to be kept up-to-date.
He said he would try to be helpful and thought he might be able to help us
in dealing with Chairman Moorhead of the Government Information Subcom-
mittee and Representative Rodino of the Judiciary Committee. He predicted
we might encounter more difficulty in the Senate than in the House.
8. I reminded Mr. Nedzi of our problem with Representative
Aspin's request to the Director'#or information regarding allegations of
Agency involvement in the drug traffic. I showed Mr. Nedzi bur investigative
reports on the matter, both by the IG and OLC. He asked if he could have
copies of these to study which I provided. He said that after reviewing these
reports he might be willing to take the matter up with Aspire personally and
"get us off the hook. "
