Friday - 3 November 1972
4. Met with Mr. Ralph Preston, House
Appropriations Committee staff, and reviewed the present travel plans
_for Representative Jamie L. Whitten's (D. , Miss. ) Latin and South American
trip, 18 November through 13 December. The briefing for Representative
Whitten for 16 November will be at Headquarters with lunch. The time
schedule will have to be worked out with Mr. Whitten after the election.
Mr. Preston told me that Representatives Mahon and Rhodes could possibly
be included in the trip and asked if there would be any problem of Rhodes
sitting in on Agency briefings. I assured Mr. Preston that there would be
none. General, Walters, DDCI, and Mr. Shackley, WH Division, have been
advised.
I briefed Mr. Preston on several matters of current intelligence
interest. See Memorandum for the Record.
5. I I In meeting with Ralph Preston, House Appropriations
Committee staff, today I scheduled a Headquarters briefing and luncheon
for him with Messrs. Duckett, DDS&T, and Proctor, DDI, for Friday,
10 November, at 10:30 a. m. I told Mr. Preston that while he was here I
would hope to take him through the Cuban missile crisis exhibit. Messrs.
Duckett and Proctor have been advised.
6. I I Mr. Sidney Bearman, OCI, and I met with
Representative U.. U. li'isher . , Tex.) in his office. Representative Fisher
explained that he is travelling throughout the Pacific area at the request of
Chairman Hebert, House Armed Services Committee, to identify insofar as
possible the nature and amount of military supplies and equipment that will
be remaining in the field as a result of the pending Vietnam cease-fire. He
does not anticipate that he will have any need for contact with Agency
representatives or have special Agency briefings. Should the need arise,
contact will be made through the Ambassa6.or. Mr. Bearman briefed
Representative Fisher on the current political situation and responded to
his questions concerning the various elections and the political personalities
involved. Representative Fisher indicated that he will be willing to meet
with us on his return.

Thursday - 2 November 1972
1. I Met with Mr. Charles Snodgrass,
Agriculture, Environmental and Consumer Protection Subcommittee
staff of House Appropriations Committee, and received from him a
draft itinerary of Representative Jamie Whitten's (D. , Miss.) travel
to Latin and South America on 18 November through 13 December.
Mr. Snodgrass told me that Ralph Preston, of the Committee staff, will
be back in the city tomorrow and more of the itinerary may be finalized
at that time. Mr. Whitten will want a briefing from the Agency prior
to departure 16 November (this has been suggested by his office but the
time and place has not been determined). Mr. Snodgrass told me that
representatives of the Department of Agriculture are making
all arrangements for airline tickets and hotel reservations.
2. Met with Mr. Franklin Schupp,
House Foreign Affairs Committee staff, who told me that the Chairman
has named Marian Czarnecki as Staff Coordinator for the'present
pending later appointment of Staff Administrator to replace Dr. Roy
Bullock who retired on 31 October 1972.
