With reference to your memorandum of 12 April 1972 listing 21 documents which you believe can be declassified and made available to the National Archives and Records Service, I talked with the Director on 13 April and he felt this was the correct way to proceed. I understand you will STATINTL work with office to hive this done. 2. This is an excellent example of the problem we will be into when Executive Order 11652 becomes effective 1 June 1972. For material exempted from the 10-year automatic declassification schedule, the Order provides a 30-year period, at the end of which exempted material is declassified unless further action is taken by the head of the agency. If there is OSS material which still requires protection, we will need to come up with a determination by the Director that the classifi- cation continues after 30 years. Obviously, material of the sort listed in your memorandum could not be justified as requiring such an extension. If, for instance, the policy determination were to extend all documentation still sensitive because of the intelligence sources and methods problem, which would be a proper finding, much material would not be covered and would automatically be declassified. In the past we have not made such a differentiation and to do so would be a major records problem. I think it deserves attention at this time, however, so we can be in a position to comply with Executive Order 11652 when it is effective or as soon thereafter as may be -practicable- cc: DDS J DD/Security C/RID LAWRENCE R. The DCI gave him ray name and address and TOLAND wrote me a letter, dated 8 February 1972, in which he told me of his interest in records concerning Hitler. I called him on 25 February and told him that I had been unable to work on his request, but that I would do what I could, if he could give me something more specific. He gave me a better idea of items in which he is interested.. We discussed all of the other records repositories which I: thought could possibly contain additional information on his topic. He had been to all, except one, and was happy for the lead that I gave him. He said he plans to be in the DC area the beginning of April and would call me. I have looked through the RID Arclives :moldings and found that the documents on the attached list could be of interest to him. As we discussed, these documents should be declassified and made available (in sterile form, i. e. without OSS designations, etc.) to National ".1-chives.
