This particular column was not carried by the JOURNAL AMERICAN. The Hearst people, of course, own King Features as well as the JOURNAL AMERICAN. In the article herewith Fulton clearly shows his -MO Carthy friendship, but he is careful in All but one instance to qualify his statements and to make no allegations on his own authority. The one exception is in the last para- graph where he says, "The CIA could stand a rather thorough overhauling in many respects." His statement that the Clark group has extended its probe to include the National Security Council is not completely accurate. I asked Jim Christian- sen and he said that they are only looking into the intelligence activities of NSC, and they have no charter that permits them to go beyond that area. His statement about the Clark group and the Far East "including such points as their efficiency and effectiveness and the characters of the personnel carrying them out" is About what General Clark has reportedly stated of CIA personnel in the Far East, with whom he reputedly was not happy, and whose operations he has reportedly characterized as being inefficient. Lewis also picked up from the Doolittle release the statement that there are in CIA "important areas" in which organization, administration, and opera- tions can and should be improved. He did not, of course, take the following sentence of the release, which said that CIA was aware of these deficiencies and in some cases was improving them. The Doolittle report gave to anybody who wants to take a crack at CIA a good big handle by that statement, and in my opinion it gives the Clark group a challenge to expand on that statement and prove not only that it is correct, but that it is an understatement. I think it ranks in evil to the CIA with Scotty Reston's terminology of "Depart- ment of Dirty Tricks." It was not constructive. When next I see Fulton or he calls here (which he does from time to time), I will express my surprise at his article and the one-sidedness of his view- point, but I do not think that we should go out of our way to take issue with him now, and certainly we should not write to him regarding this report.
