On Wednesday, Thursday and Friday, 16 thru 18 December the following persons visited the - to inspect the Motorized Moveable Shelving Mock-Up: 25X1A5a1 25X1A6? Engineer, OL, Real Estate and Construction Div. Chief, Records Center Deputy Chief, Records Center SSS, Records Administration Branch 25X1A5a1 The purpose of this inspection', was to evaluate the - ~motorized shelving mock-up that was installed in compliance with sections 20.1 and 20.3 of the Invitation for Bids, dated 1 October. 1970. 3. I would like to preface my report of findings with the general statement that I was surprised to find that the mock-up was not fully in compliance with the requirement as stipulated in section 20.1 of the invitation to bid. .4. . To be more specific I will identify some of the areas that concern me and until these concerns are removed, I recommend that we.not accept the Fullspace equipment. a. Mock-Up (General) I was surprised to see that the mock-up was not complete. I had expected to see a mock-up that would in addition to the one moveable range that we furnished them, simulate the weight load of four (4) additional ranges. The specifications called for them to simulate loads which are anticipated when multiple banks of shelving are operated to prove that the equipment will move all five (5) banks of shelving in the prototype. The mock-up consisted of two units, in line, each 17 1/2 feet long, separated by five (5) inches. In addition, the mock-up did not have 25X1A5a1 r. The inclusion of decking would have permitted us the opportunity to test the movement of our Records Center type ladder over the rail and chain channels. We had provided them a ladder for this purpose. b. Safety Device. I have always insisted on the inclusion of a secondary safety device that would assure automatic deactivation of the motor. This action must be automatic and not re- .uire any action of an individual caught between the ranges of shelving. has developed a mechanical device, using a cord protruding from the leading edge of a shelf at belt height that will upon contact, pull away from a point of electrical' contact thereby breaking the circuit. They had this on the unit, but it was not working effectively due to a lessening in tension on the cord. They did not I have one on the bottom shelf as we will require. c. Movement of Ranges The movement of the two ranges simultaneously seemed quite good. It took only ten (10) seconds for the aisle to be created. We tested the movement of shelving under varying load configurations for two (2) days. During these tests we experienced creepage, after the motor stopped, about 8% of the time. The Engineer felt that they could improve this. This could be an operational retardant as creepage narrows the aisle and to correct this you must. again press the operating button to get'the 2 sections of shelving in align- ment. This could be time consuming. 25X1A5a1 5. do not intend the above to indicate that we cannot accept I do, however, recommend that we be provided the opportunity to see the corrections prior to the expiration of the 45 day mock-up period. Experience has shown that it is better to have the corrections made prior to installation in the Agency. 6.' I believe that at this late date our only opportunity to see the movement of all five (5) ranges will be accomplished by visiting the Army Topographic Map installation. Although this is not identical to the type shelving we are to use it will give us the opportunity to see the movement of similar loads. I recommend that all areas of concern as listed in this report be corrected prior to the expiration of the mock-up period w`:. ~h expires 8 January 1971. I further recommend that if these Drovements are not made by 8 January that we then request the next lowest bidder, , complete a mock-up.
