SUBJECT: REVIEW OF ARMY MAP SERVICE MOVABLE SHELVING PRONSAL
Following are my comments after reading the Purchase
Description for Motorized Push-Button Movable Shelving for
Army Map Service.
1.6 Guarantee
Change the vagueness of the second sentence to be specific.
If it is agreed that the guarantee is for a specified. time,
indicate the period of time.
1.8 Delivery & Installation
This is very important. We must also establish a definite
date for the delivery, installation, completion, and final
acceptance testing, from the date of contract acceptance. A
similar schedule for successive module acceptances must be
established and adheared to. By similar, I am not suggesting
one week, but by similar I mean a well defined and. reasonable
period, of time similar in design to the first increment.
SECTION II - TECHANICAL PROVISIONS
We must be more specific than the Army Map proposal. Such
items as length of range, depth of shelving and. very important,
the height of the shelving. That Bach module be consistent
is very necessary and certainly the establishment of minimum
width of aisles, both the main aisle as well as the one aisle
within each module, is a basic specification that should be
included.
I noticed that the Army Map failed to mention the height
of their shelving requirement in paragraph 2.6. As this is a
first for the manufactures and the fact that we are concerned
about "tipping" I feel the height must be included in any specs.
I question the advisability of the Bumper requirement in
2.10.1. The affixing of sponge rubber along all leading edges
of each range will. satisfy visual security, but what effect will
it have on the film and records being stored. on the shelves. I
would think this secure requirement would. retard the effectiveness
of temperature and humidity control which is necessary and with

which we are accustomed. Paragraph 2.12.1 pertaining to safety
features is fine as far as it goes. However, I feel that at least
one of these three safety features must be fully automatic, and
not dependent on some person's ability to activate the safety
device. This must be specified in our specifications.
The content of paragraph 2.12.2 is very desireable but I
can't quite understand how we can expect to move 35-foot-long
sections, weighing about 18,000 pounds.
I agree with acceptance testing in our own area. However, I
am just as emphatic on requiring that all Research and preliminary
testing be-accomplished in the vendor's plants.
I agree with 3.4, that the Final Acceptance Test be conducted
by the Government using our personnel and facilities.
I em in agreement with the items included under 3,7.1 (Mechanical
Inspection Tests) and feel that
may have, from experience, other items to add to this list.
Paragraph 3.7.3, Performance Tests, states that the contractor
shall test and operate the equipment for at'least 48 consecutive
hours in such a manner as to demonstrate that the required
reliability has been provided.
