1. I IIn connection with a query which the
Director of ers orinel received from the Department of State regarding
Senator Peter Dominick's bill (S. 939) to provide for a U. S. foreign
corps, I contacted Mr. Steve Wexler, on the staff of the Subcommittee
on Education of the Senate Committee on Labor and Public Welfare,
and Mr. William Young, on the staff of Senator Claiborne Pell (D., R. I.),
who is Chairman of the Subcommittee. I advised both Wexler and Young
that we were following up on what we understood to be a query from Pell
to State Department witnesses (Howard Mace and Joseph Toner) at
hearings on this bill yesterday to ascertain whether the Agency concurred
in State's objection to this legislation. I indicated that we were reviewing
the State Department's position on S. 939 and would be in touch with the
Senator and the Subcommittee. I added, however, there was tentative
feeling that this was a matter of primary interest and concern to the
Department of State.
The Office of Personnel is formulating an Agency position on
S. 939.
2. 11 Mr. Robert Hull, Department of
State, called to discuss statements in a proposed letter from Mr. Macomber
to Chairman Fulbright, Senate Foreign Relations Committee, comparing
the major benefit provisions of the Foreign Service Retirement system
with the CIA retirement system and the Civil Service system as it applies
to FBI personnel. In response to his question I told him the statements
relating to CIA provisions were accurate.
Hull also gave me further background on State's appearance before
the Pell Subcommittee on Education on S. 939, U. S. Foreign Service Corps.

4. Received a call from Jay Sourwine,
Chief Counsel, Subcommittee on Internal Security, Senate Judiciary
Committee, who told me that time has been arranged for the meeting
with for 10:30 a.m., 4 February. A hearing
room has not yet been assigned, however. He requested that the
Colonel and those accompanying him come to the Committee office and
they will proceed from there to the staff hearing room assigned.
5. I I Met with Mr. Frank Slatinshek, House Armed
Services Committee staff, and provided a short verbal outline of ChiCom
MRBM testing. This was in response to a question raised yesterday by
Mr. Slatinshek.
6. Met with Mr. Ralph Preston, Defense Sub-
committee staff, House Appropriations Committee, who told me that
he will be preparing questions for the Chairman's use during the
Director's briefing and will give me a copy when they are completed.
We also discussed the conduct of the hearings at some length. He
advised that he and the staff members do actively control the admission
of persons to the hearing room. He will review the admission of persons
with the other staff members prior to Tuesday's meeting. Mr. Preston
noted in passing that Representative Glenard Lipscomb's (R., Calif.) health
is not improving.
I briefed Mr. Preston on the following items:
a. ChiCom missile testing;
b. Nasir's Moscow visit.

8.1 I Mr. James Gehrig, Staff Director,
Senate Committee on Aeronautical and Space Sciences, called to ask
how long it takes to train a photointerpreter. After checking with
NPIC training officer, I advised Mr. Gehrig that
new people are placed in a PI course for 12 weeks, plus another 6 to 8
months on-the-job training.
9. I I Mr. Gerber, in the office of Senator
Stephen Young, called to say the Senator had decided he "really didn't
need the information on Laos" and so Mr. Gerber was calling to cancel
Mr. Maury's appointment on Monday with the Senator.
10. Accompanied the Director who provided a
world situation brieting to the CIA Senate Subcommittees of Armed Services
and Appropriations. See Memo for Record for details.

Appropriations Committee,, to-verify figures regarding our Laos operation
as revealed in the secret Senate debate of last December. Woodruff

After checking with the Director I called Mr. Gerber, in the office
of Senator Stephen Young (D. , Ohio), to say that I was ready to meet the
Senator at his convenience and give him the figures he had requested.
Gerber spoke of arranging a time for my "briefing" and I said that I
understood the Senator only wanted the figures on the amount we were d
spending [in Laos] and this was all I was prepared to provide--I said I
didn't want to make a date with the Senator under false pretenses but I
understood that his inquiry concerned only the amount of money the project
was costing.
After consulting with the Senator, Gerber called back to say the
Senator would like me to "come over for a talk" at 4:30 p. m. , Monday,
2 February. I again explained that I could come over and provide the
figures in question, but this was all I would be in a position to do. Gerber
indicated he thought this would be satisfactory.
Britton, of had been approached by Senator Stephen Young's
(D. , Ohio) staff for information on the Meo situation. I advised Wells of
our dealings with Mr. Gerber, of Senator Young's staff, on this same
question. Later in the day, ISA's Legislative Liaison Office referred
Gerber back to us again.

Bray, Assistant Staff Director, House Post Office and Civil Service
Committee, who advised that there is no evidence of any action being
contemplated at this time on the Ervin bill in either the House or Senate.
He also requested that I come by the office when convenient. He has a
re'sume' of an individual that the Committee feels might be of interest to
the Agency.
7. Returned to Miss Sally Harmony, Assis-
tant to Representative Clarence Miller (D., Ohio), the various brochures
which had been forwarded for our information concerning Mr.

8. Met with Mr. James Lowenstein, Senate
Foreign Relations Committee staff, and received from him copies of
the staff report of his trip with Mr. Moose to Vietnam. Mr. Lowenstein
noted that publication had been forced by an apparent release of a galley
proof of the report. In our short conversation he was very complimentary
of the Agency people that he dealt with in the field and in particular
Messrs. He also noted that although we probably
would not like the report at least the Agency would understand it.
9. I IMet with Mr. Frank Slatinshek, Assistant
Chief Counse us ed Services Committee, who told me that
definitive dates for Committee posture hearings have not been set. In
all probability the beginning date will not be until March. He advised also
that Mrs. Rivers' operation had been successful.
The Chairman will probably be returning to the city on Tuesday.
I briefed Mr. Slatinshek on several items of current intelligence
interest. (See Memorandum for the Record.)
Mr. Lou Gerber, in the office of Senator
Stephen Young, called and said that ISA had directed him to the Agency for
information the Senator wants on Laos. He confirmed this involved the same
information on which he had contacted us yesterday, explaining that the
Senator did not want to go through the innumerable steps involved in getting
and then locating in the classified 15 December transcript the cost figures
for sustaining the "Meo army. " Mr. Gerber asked if someone could meet
with the Senator at 9:30 a. m. tomorrow and I said I would see what could

to advise that he had a request from the office of Lt. General A. W. Betts,
OCRD Army, for the film "True Sons of the People" for a showing before
executive sessions of both the Senate and House Appropriations and Armed
Services Committees in connection with posture briefings. I suggested that
General Betts' office be made aware of our earlier showing of the film to
some of these same people.

scheduled by the Committee to attend the Director's briefing on 3 and 4
February. I advised Mr. Preston that certain upgrading of the security
clearances will be necessary for access to the level of information which
will be given by the Director. Those individuals are Messrs. Murphy,
Foster, Michalak, and Nicholas. I also advised Mr. Preston in response
to his query that I thought it would be possible to complete the clearance
processing prior to Tuesday, 3 February, so that their attendance would
be permissible. Additional biographic information was provided by Mr.
Preston on Mr. Robert C. Foster.

1. 1 Talked with Pat Holt, on the staff
of the Senate Committee on Foreign Relations. He said that Bob Dockery, 25X1A
of the Committee staff, would be traveling to Venezuela next week and to
Bogota the following week.
2. 1 1 Met with Bill Woodruff, on the staff of the
Senate Appropriations Subcommittee, and provided him with a copy of
the Intelligence Memorandum on the Soviet Defense Budget since he has
a continuing interest in this. We discussed the upcoming briefing on
Friday and the topics to be covered.
3. I I Ed Braswell, on the staff of the Senate
Armed Services Committee, called and said that at a luncheon meeting with
Senator Stennis yesterday Secretary Laird commented that they had a good
briefing on the ''threat'. Secretary Laird said it was a combined DIA/CIA
briefing and he would make Mr. Helms available for this briefing if Senator
Stennis desired. Braswell said that he and Senator Stennis discussed this
and decided not to have a combined briefing on this. As a consequence
DIA will brief the full Armed Services Committee for 33 minutes this
Thursday morning prior to a Committee business session. In connection
with the Laird briefing offer, Braswell expressed concern as to whether
the Secretary was making a similar offer to other Committees.

that the Director fully agreed with Chairman Stennis that he should testify
on the strategic threat separately, rather than jointly with DIA witnesses.
Braswell said he had no specific guidance from any members of the
Committee as to what they wished covered in the Director's 30 January

during his last appearance.

the Foreign Relations Committee, deploring the damage done by a recent
leak of a sensitive report prepared by Pat Holt of the Committee staff.
In his letter Fulbright instructed each Committee member to appoint a
single staff assistant who should be solely responsible in the member's
absence for receiving and protecting security of all classified material
"received from the Committee. "

H. R. 13008, a bill to improve position classification systems within the
Executive Branch. Mr. Barton told me that it is his opinion the bill will
go through executive session of the Committee tomorrow with the addition
of two amendments. The Committee amendment will be offered to establish
an advisory committee to assist the Civil Service Commission in the study
outlined in H. R. 13008. The other amendment is of interest to the Agency.
It will provide authority for the Civil Service Commission to exempt agencies
from inclusion in the study where necessary for good cause. Mr. Barton
pointed out that Committee considerations included the understanding that
Agency relations with the Civil Service Commission are such that we do not
need specific mention and in consequence the bill does not specify particular
agencies for exemption by the Civil Service Commission.

1. 1 ~ Guy McConnel, on the staff of the
Senate Appropriations Committee, called on behalf of Bill Woodruff
and asked if the Director could brief the combined Senate CIA Sub-
committees this Wednesday or Friday, 28 or 30 January. I later
advised Woodruff that Wednesday was a National Security Council
meeting day but that the Director could adjust his schedule in order
to give the briefing on Friday. Woodruff subsequently confirmed this
for 10:30 a. m. Friday, 30 January, and said the invitees (Senators
Fulbright, Mansfield and Aiken) would be included. He said the
briefing would be the usual world wrap-up covering the Soviet and
Chinese missile threats and such "hot spots" as the Middle East,
Vietnam and Laos. He also said that we should be prepared to discuss
Bolivia.

2. 1 Accompanied Mr. , DDS&T,
to a briefing of Senator Henry M. Jackson (D., Wash.) and Miss Dorothy
Fosdick and Mr. Richard Perle, of the Senate Subcommittee on National
Security and International Operations staff, on Soviet and Chinese missile
programs. Senator Jackson was present for approximately one hour and
15 minutes of the two hour session. After Senator Jackson's departure,
Mr. Perle asked if he could be provided with documentation on the SALT
talks. Mr. I1 suggested that he first try former contacts in the
Department of Defense (specifically Johnny Foster).

Mr. Ralph Preston, House Appropriations Committee staff.
Mr. Preston noted in passing that he had spent a good part of the
weekend with the Chairman and that by his present schedule appropriations
hearings this year will be completed by 15 June. Mr. Preston's schedule
is such that he is not able to set a time for a visit to Headquarters for con-
tinuation of Agency briefings, but he will schedule a visit as soon as
possible. He also advised that he will call me later in the week and arrange
to review the Agency classified documents he is holding.
Mr. Preston noted that Mr. Bow will be sitting in the Defense Sub-
committee hearings during M:r. Lipscomb's absence. With regard to the
CIA Subcommittee, he advised that it will probably operate on a three-man
basis for the foreseeable future. Mr. Preston noted further that Chair-
man Mahon never mentions the membership of the CIA Subcommittee. This
membership should be considered to be classified at least at the "Secret"
level.
Official Reporters to House Committees, and made the necessary arrange-

ments for security control of the transcripts of the Director's appearance
before the House Appropriations Defense Subcommittee on 3 and 4 February.

behalf of a constituent employed by the FBI whether evidence inquired f on,
of employment with the Bureau is normally required by the Agency. The
constituent had apparently been given this impression from a meeting or
interview with an Agency representative. After checking with the Deputy
Director of Personnel, I advised Miss Coe in part that we do not undertake
active consideration of employment applications of individuals while they are
employed by the Bureau. Miss Coe expressed her appreciation for the
prompt reply.

4. Met with Ed Braswell, Senate Armed Services
Committee stall, T nom iefed on recent developments regarding Soviet
SS-9 and SS-11 tests and North Vietnam infiltration trends.
Braswell said that Senator Stennis was anxious for a roundup
briefing by the Agency prior to hearing from the Defense Department
on 18 February. Braswell said that main interest would probably center
on Soviet ICBM deployment, MRV testing, and the implications and
prospects of the SALT talks.

briefings hosted today by Colonel White.

agency, and again this week at her request with negative results. She will

had been unable to substantiate in any way Mr. claim of service
with Army G-2 during World War II. Mgrs. Johnson appreciated our assistance.

concerning funding of the Radios. I also returned to Mr. Preston the
Director's letter concerning the last month's withdrawal for the Radios which
had been held until the Chairman's return to the city. In discussion with
Mr. Preston, Wednesday, 21 January, was tentatively selected for a visit to
Headquarters for general briefing on Agency organization. Mr. Preston will
stay for lunch if time allows. It was also agreed that we would try to schedule
a major portion of a day during the week of January 26 for a detailed finance
and budget briefing.

Services Committee s , who advised that
F__ I New York City, visited the Committee on 17 December
and alleged among other things that she is under surveillance by the Govern-
ment. Mr. Slatinshek told me she was given a very sympathetic ear and in
brief advised that she should seek medical assistance. He noted that
I told him she was employed by the Government from 1944 to
1967, when she retired, first by the Army, then Air Force, and the Agency
for the last ten years of her government service. I thanked Mr. Slatinshek
for the information.

of a constituent recently released from the military for information
whether the CIA supports or is associated with the Institute of Foreign
Trade in Phoenix, Arizona. I advised Miss Noble that the Institute is
not associated with this Agency. In response to her request, I suggested
several sources of possible information on the Institute.
4. Met with Mr. J. Garner Cline,
Counsel, House Judiciary Committee, and discussed with him the
various meetings with Representative Joshua Eilberg (D., Pa.) concerning
the Representative's recent trip to the Soviet Union. Mr. Cline advised
that the information he had received back from the Representative indicated
that he was most pleased with the assistance provided by the Agency.

retiree in 1957. They seemed to fully appreciate the ba.ckground. and it
was agreed that a letter from us outlining the disposition of the case would.
help them to close it out in their office.

Senator Strom Thurmond (R., S. Car.), called saying there would be a
private showing this afternoon of a movie depicting the subversive influence
of the Black Panthers which was produced by Dr. George Benson of Harding
College, Arkansas, and that Senator Thurmond would like to have an Agency
representative present to assist in evaluating the movie. I reminded Lucier
that we do not have any internal security responsibility and go to great length
to avoid any situations from which the contrary could be implied, as in the
instant case. Lucier said he realizes all this, but that there would be no
publicity surrounding our attendance. I told Lucier that I assumed agencies
with internal security responsibilities had been invited and he said they had
and that Senator John McClellan (D. , Ark.) w uld also attend. I told Lucier
I would pass on the request and that if we felt it was appropriate to attend

Bureau had been accuse by e esentative Donald G. Brotzman (R. , Co.lo.) 25X1
of giving the Congressman the "runaround" in responding to his inquiries
25X1A about the disappearance early last year of University of Colorado
According to Papich, Brotzman claims to have been informed by G.LA
that CIA had passed to the Bureau such information on the case as they had,
and that inquiries should be addressed to the Bureau. According to Papich,
the Bureau has never "opened a file on the case" but is having difficulty in
appeasing Brotzman and Papich asked if I would be willing to accompany a
Bureau representative in calling on Brotzman to clear up the situation.
I told Papich that, in response to Brotzman's query to the Director,
I had on 8 January told David Delcour, in Brotzman's office, that the Agency
25X1A had never had any contact witlObut, at the request of University authorities,
had made inquiries of local law enforcement agencies and been assured that
25X1A was alive and well, and had not been the victim of foul play, but had
apparently left Colorado and covered his tracks as a result of marital
difficulties. I said I had suggested to Delcour that if they wished to pursue
the matter further they might contact local police or FBI representatives,
since the Agency would have no jurisdiction in such a case even if foul play
were involved. (See Journal of 8 January 1970) Papich said on the basis
of the above he would try to straighten out the matter and would let me know
if there were further problems.

I explained to Blandford that, as a result of an agreement designed
to avoid unnecessary duplication, the Agency concentrated on following arms
shipments within the Communist Bloc, and DIA assumed responsibility for
covering arms shipments throughout the free world. I therefore said that
DIA was in a better position to answer his request for a roundup on free
world arms traffic. This seemed to satisfy him.

Foreign Relations Committee staff, and summarized for him information
obtained from COS Saigon regarding the current status of the
I case. Lowenstein appreciated this but said he would like us to go
back to Saigon and ask for additional information on the status of
request for asylum and on the full details of past Agency involvements
with (Lowenstein claims that COS Saigon, who had said he was not 25X1A
familiar with the history of the case, had promised to look into its back
ground).
Lowenstein said he understood that the White House had become
interested in the case and that Mr. Kissinger had cabled Saigon concerning
it. I said I was in no position to throw any light on this aspect.

regarding a Greek journalist now in Washington,
I told Mr. Friedin that we know something about this man but would
prefer not to become involved directly. I suggested that he seek informa-
tion from the State Department, the FBI and the Immigration and
Naturalization Service. Friedin said Senator Dodd had become quite
interested in the case, suspected that as up to no
good, and would undoubtedly follow up with inquiries to secretary Rogers,
Mr. DeLoach of the FBI, and Mr. Farrell of INS. Friedin said he
would let me know the results of these inquiries.
3. Met with Mr. Richard N. Perle, on the
staff of the Subcommittee on National Security and International
Operations, Senate Government Operations Committee, and updated
his security clearances. Appropriate documentation was completed.
Mr. Perle noted in passing that he and Miss Fosdick will be working
with Senator Henry Jackson (D., Wash.) and the Armed Services
Special Committee on SALT.

Henry Jackson's (D., Wash.) office, I met with Mr. Michael O'Leary,
who works part-time on the Senator's staff. O'Leary is doing research on
the Agency and the intelligence community and was interested in talking
with someone from the Agency. I went over the role of the Agency in the
Government hierarchy and went into the Director's role as the President's
principal intelligence advisor. I also emphasized congressional and
other oversight of the Agency. In the course of the our conversation,
O'Leary mentioned that he had an interview with Admiral Raborn this
morning on this topic.
