After talking with OCI, I called her back and brought her up-to-date regarding the Indian admission of tanks intruding into the Jessore area. 2. Phillip Trimble, Senate Foreign Relations Committee stall, ca Jed to say that today's Alsop article about Chinese missiles had created considerable interest and he would like to come to Headquarters on Monday, 29 November, for a briefing on the subject. After conferring with Mr. Duckett, who said he would be prepared to give the briefing if the Director approved, I called back to tell Mr. Trimble that we could not give him an answer until Monday. 3. George Murphy, Joint Committee on Atomic Energy staff, called o say Captain Edward Bauser, Executive Director of the Committee, would like us to give the JCAE staff a briefing on the recent ChiCom nuclear tests some time next week. I told Murphy I would check on this and be back in touch with him on Monday. I alerted Murphy to the fact that next week I would provide him with a copy of the advance conclusions of the NIE 13-8-71 on "Communist China's Weapons Program for Strategic Attack. " 25X1A 5. I advised Mr. DDS staff, that I had talked with Mr. Jo n Ticer, Senate Armed Services Committee staff, about the followu information General Westmoreland had offered the Committee oni hen the General appeared before 25X1A the Committee to testify on (The Committee 25X1A has asked DOD to review the transcript of this hearing in order to sanitize it for possible publication.) Mr. said he would notify 25X1A I so he could advise his DOD contacts of this so he could be sure that General Westmoreland's response is deleted as part of the security review. Our classified followup paper will be given to the Committee staff for their purposes if needed. I (Called Representative Lucien Nedzi to say that vra our conversation yesterday in which he had stated his surprise at some of the information revealed in Newsweek, I thought it would be useful if he could spare the time to meet with Mr. Duckett and get a briefing on some of the subjects touched on in the article. Nedzi said he appreciated this, but his surprise had been due to the fact that Newsweek had so much information rather than the fact that it revealed =information that he himself was unaware of. Rather than a private briefing by Mr. Duckett, Nedzi said he hoped to arrange an early meeting where all members of the Subcommittee could get the benefit of the briefing. I said we were working on a chart which might show more clearly the differences between the old and new arrangements within the He said this would be appre:ciated, but he now thought he had the big picture clear in his mind. What he now wanted were the specific details. He said the Chairman did not want to advertise a discussion of the announcement regarding the intelligence community, and the Director should not volunteer a briefing on this subject, but should be thoroughly prepared for a number of questions. Mr. Braswell said the Chairman had decided not to raise with the Attorney General the question of the legality of the changes within the community but Braswell was sure questions would come up on this and he wanted any help we could give him. He noted the National Security Council was a statutory creature and therefore it was only logical that someone woul as ther the new arrange- ments in the community complied with the provisions and purposes of the statute which set up the NSC. I said we would do the best we could on this and I agreed to come over and talk personally with Braswell at 2:30 this afternoon regarding details.
