I I Called William Woodruff, Counsel, Senate Appropriations Committee, who said he had received from OMB late last evening the language which it was agreed would be placed in the Continuing Resolution to appropriate funds to USIA for interim financing of the Radios. This had been worked out between Woodruff, Clark MacGregor (of the White House) and James Frey (of OMB). Woodruff pointed out that he had an absolute agreement with OMB that there would be no further CIA funding of the Radios. He also said that the duration of the Continuing Resolution is through 6 August 1971. 4, George Murphy, Joint Committee on Atomic Energy staff, called and asked for information on the relative comparisons of various computers including the ICL-1906A. He said he would also like a statement as to the strategic use of the 1906A. He said this material would not be attributed to the Agency and ER, is preparing this. with the Agency. Presumably we would agree to brief any senator making an inquiry on this but it was to be made clear this decision would have to be made by the Director. 25X1 press and delay any response to a congressional inquiry until they could consult. State that they in effect give a "no comment" answer to any inquiries from the response to Representative Charles E.
