Approved For Release 2004/01/14: CIA-RDP73B00296R000200010112-5 SECRET JOURNAL OFFICE OF LEGISLATIVE COUNSEL Monday - 9 August 1971 1. Met with Mr. Norman Cornish, Foreign Operations and Government Information Subcommittee staff, and closed out the question he had raised concerning possible currency transactions briefed him from information provided b No papers or written memorandum were given to Mr. Cornish. 2. I IMet with Mr. Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee, and briefed him on the Agency critique of the 8 August Getler article in the Washington Post. He was most appreciative. I also briefed him on Soviet testing of the SS-9. 3, On 7 August I met with Carl Marcy, Staff Director, Senator Foreign Relations Committee, and. discussed the security problem involving the office of one of the Committee members, and the travels to Southeast Asia of John Marks, on the staff of Senator Clifford Case (R. , N.J.). See Memo for Record. Discussing current legislation by the Senate, Marcy noted considerable support behind several bills of concern to the Agency. He said the Cooper bill, requiring the Agency to provide intelligence information to the congressiona membership, had aumber of sponsors and would probably be a subject of hearings by both the 'Armed Services and Foreign Relations Committees. Marcy spoke highly of the Agency responsiveness to the Committee, particularly in contrast to other Government departments. 4. In the absence of Mr. David Abshire, Assistant Secretary of State for Congressional Relations, talked with Mr. Colgate Prentice, of his office, to say that we were reliably informed that John Marks, of Senator Case's staff, now traveling in Southeast Asia, has no Senate Foreign Relations Committee credentials of any kind and his trip is in no way sponsored or supported by them. I IHand-carried to Leonard Killgore, Admin- 9 x containing a Bangkok Post editorial of 3 August entitled ' A PEC 25X1A Killgore found the item commenting on Senate criticism 25X1A of the use o in Laos very interesting and said he planned to call it to the Senator's attention. 25X1 25X1 25X1 C 25X1A 25X1 25X1A 25X1A 6.1 1 Left with George Murphy, Joint Committee on Atomic Energy staff, a FMSAC commentary on Michael Getler's column in the Washington Post of 5 August on the subject of Communist China's MRBM program. 7. Met with Ed Braswell, Chief Counsel, Senate Armed Services Committee, and briefed him on the current status of the Soviet ICBM program. Braswell asked if we would prepare for Senator Stennis' use in a subsequent secret session on Laos a blind paper containing F He said he wanted the paper to cover the history behind this, their true s a us, and whether there were any residual agreements concerning their connection with or return Braswell also asked it we would prepare a blind paper for him covering our use and assessment of what he described as a "mini gunship helicopter" which he said is being used in Southeast Asia. He referred to the plane as a U-10 which is manufactured by Fairchild and another smaller company. According to Braswell, the Defense Department is interested in providing this type of aircraft to the Vietnamese. Mr. Wally Collins, of Logistics, advised us of a query which the I has received from Senator McClellan's Subcommittee on Criminal Laws and Procedures, Judiciary Committee. The inquiry asked for information about the volume and character of surveillance equipment manufactured and sold by the company, the type of advertising for this equipment, and the classes of individuals or organizations with whom the company deals. Since there is no request in the current letter from McClellan for the identification of individual recipients and since the material itself is not classified, we suggested thati respond to the query routinely without any reference to the Agency. Collins will keep us advised of any further develop- ments or problems on this. Approved For Release 2004/017, . DP73B00296R000200010112-5 ('~)
