1. Attached is a briefing paper for your approval and forwarding to
Chairman Stennis. It was my understanding that you wanted this paper in
the form of a blind memorandum rather than as a letter or memorandum
from you to Chairman Stennis; therefore we have not attempted to write a
cover note from you to Chairman Stennis forwarding the paper.
3. The attached paper is designed to meet this request. You will
note that the opening paragraphs are almost a verbatim repeat of a
briefing paper we forwarded for your background in briefing Chairman
Stennis in January 1971 with some additional information and updating of
facts concerning I It contains some information beyond
that already available to Chairman Stennis in classified and unclassified
form. The main additions are the information about I
