SUBJECT: House Appropriations CIA Subcommittee
Met with Mr. Ralph Preston, House Appropriations
Committee staff, who told me that it is his present understanding
from several conversations with the Chairman that there will be
little change in the handling of purely Agency affairs before the
Committee during the coming session. Since the Chairman has
not acknowledged a formal Subcommittee in the past and has no
intention of advertising it in the coming session, the present
membership (which the Chairman considers classified) will
probably remain unchanged. Although this may be a bending of
the spirit of the Democratic caucus rule on chairmanship of
Subcommittees, Chairman Mahon is apparently willing to face
that question when it arises.
