objection" clearance on our proposed report to Chairman Hebert, House
Armed Services Committee, on H. R. 1600, a bill "To amend the Central
Intelligence Agency Act of 1949 to prohibit the Agency from contributing
funds to domestic organizations. "

11. Mrs. Mabel Downey, in the Senate Sub-
committee on Criminal Laws and Procedures, advised that the hearings on
the recommendations by the National Commission on Reform of Federal
Criminal Laws will resume sometime in July and suggested that I be back
in touch with them in a week or so when Chief Counsel, G. Robert Blakey,
will be back in the office to discuss with him the prospects of the proposed
legislation.
12.1 Received a call from Mr. Floyd, of the
reporting Ar~Ward & Paul, who advised that the transcript of Monday's
Senate Foreign Relations Committee hearings on legislative proposals
for funding RFE and RL is ready for pickup the first thing tomorrow morning.
13. I I Talked to Mrs. Lois G. Myers, Employee
Benefits Subcommittee staff, who told me that Representatives Brasco
(D. , N. Y. ), Hogan (R. , Md. ), and Powell (D. , N. Y.) are the Subcommittee
members to be picked up at the Cannon Building on Wednesday, 9 June, for
breakfast meeting at the Agency. The other members will be driving their
personal cars.
Appropriations Committee staff, and scheduled a meeting in his o- ce with
Messrs. Wooruff, Senate Appropriations Committee staff, Clarke, OPPB, and
James Frey, of OMB, for 10:00 a. m. Thursday, 3 June, to review OMB
proposals for funding RFE and RL.

17. Met with Mr. Frank Slatinshek, Assistant Chief
Counsel, House rme ervices Committee, and discussed H. R. 8371, a
bill ''To amend the National Security Act of 1947 to specify certain activities
in which the Central Intelligence Agency may not engage. " Mr. Slatinshek
said the Committee has requested our views and recommendations but that
in this instance it might be good to delay actual response to the Committee
at least until the Defense bills have cleared the floor of the House so that
questions concerning the status of the bill could be answered simply that
reports have been requested. Mr. Slatinshek would also appreciate it if
we would review our response with him in draft prior to final answer.
Mr. Slatinshek again mentioned the various security leaks in the press that
have occurred such as the quotational statements given in executive session
He told me that the Committee anticipates some
rather stiff questioning on the floor of the House possibly generated by some
of their own members and asked that we add a fourth question to the ones
given Mr. Maury and yesterday. He asked that we provide a
brief rundown of every Agency program where we are involved in the
organization, financing, and operation of overseas activities. He indicated
that although the present emphasis is on Indochina, they would appreciate
advice on such activities worldwide so that the Chairman can be forewarned.
I told Mr. Slatinshek that I would relay the Committee's request.
I briefed Mr. Slatinshek on the following items: Soviet sub tender in
the Caribbean; Soviet communication satellites; pending major Soviet space
operations; Soviet missile warhead deployment; North Vietnamese advances
on Route 9 in Laos; and new ChiCom submarine, space tracking facility and
MIG 19 production.
18.1 Met with Mr. Ralph Preston, House AppropriatQ}s,
Committee staff, who tol me that Chairman Mahon recast the schedule of
ti arings ?or tie Committee to complete Defense hearings, if at all possible,
by 10 June. In consequence, Mr. Preston himself has had to cancel. his
European trip which was scheduled for this weekend. In keeping with the new
Committee schedule, there is a good probability that the Agency budget
bearing will be scheduled for either 15 or 16 June.

1. I I Met with Mr. James Lowenstein and Mr. Richard
Moose, Senate Foreign Relations Committee staff, and gave them a map
outlining the areas of Laos controlled by North Vietnamese forces. See
Journal of 19 May. They were most appreciative of the Agency assistance
provided in the preparation of the map. Mr. Lowenstein said that as
soon as their report is ready, they will pass it to use for our review and
sterilization of source references.
2. I I Met with Mr. Ralph Preston, House Appropriations I
Committee staff, and gave him a blind memorandum dated 19 May concerning
Jack Anderson's allegations relating to CIA and Air America complicity
in narcotics traffic in Indochina. Mr. Preston told me that he had talked
to Chairman Mahon yesterday about the fact that there has been no meeting
of the Special Group this year. However, Mr. Mahon did not set a date
for meeting.
I also briefed Mr. Preston on Brezhnev's proposal for negotiations
on MBFR; Soviet sub tender and deisel submarines headed toward
Caribbean; Soviet silo construction and Soviet bomber "backfire. It
3. I I Mr. Cord Meyer, ADDP, and I accompanied
David Abshire, Assistant Secretary of State for Congressional Relations,
and Richard Davies, Bureau of European Affairs in State, to a meeting with
Senator Clifford P. Case (R., N, J.) and John Marks, of his staff, to
discuss legislation being introduced by Senator Case to create a private
corporation to handle public funding for Radio Free Europe and Radio Liberty.
