The attached memorandum is for the Director's signature. 2. The various efforts which have been initiated to improve our intelligence competency on China have in some instances gotten off to a good start, but others have lost some emphasis because of conflicting demands upon personnel in key positions or because of changes in those personnel. 3. In this regard, the Terms of Reference for the China Intelligence Activities Coordinator, which you recently approved, should be distributed to the heads of agencies which constitute the intelligence community as this document represents a strengthen- ing of the position of the China Coordinator as well as a mani- festation of your desire to get on with the task of improving our intelligence competency in the manner which you originally envisioned. I think it appropriate that in distributing the Terms of Reference you also include the statement contained in the 2nd paragraph of the proposed memorandum to emphasize your continued interest and your expectation. of the continued full support of the community in this endeavor.
