As e aware, the DCI, with USIB concurrence, designatedas CIAC, effective 13 February 1969. This function has been progressing well and has been generally well received in the community and supported in the Agency. Word on appointments of this kind, however, never quite gets to all levels of the Agency or tends to get lost in the rush of business as usual. Accordingly, I think it would be helpful to have an Agency Notice issued, spelling out the responsiveness we need from all echelons in support of the CIAC, and indicating that the CIAC function can in turn assist those offices. 2. A draft of such a notice is attached. I would appreciate your concurrence or comments. 3. You may recall that the previous Terms of Reference (Reference c) initially occasioned some minor concern from General Carter as to whether I authority might not supersede existing lines of command. Admiral Raborn's reply seemed to put that to rest. * In any event, as not inhibited in any way in the subsequent carrying out of his China responsibilities, and nothing further was heard from General Carter or anyone else on the subject. DCI China Coordinator responsibilities: (USIB-D-58.1/3: Republication of statement of DCI at 1 July 1965 USIB meeting) 1. Continuously monitor and review the Intelligence Community's collective efforts against Communist China. 2. Keep the DCI and the USIB informed of the programs and actions of member agencies concerning Communist China. 3. Recommend to the DCI and the USIB measures for improvement, both with regard to positive actions which might be taken and as to elimination of unwarranted duplication of the community's efforts. 4. Assist the DCI in fulfilling his responsibilities (see below) with respect to intelligence activities against Communist China. B. DCI responsibilities: (NSCID No. 1) 1. Coordinate foreign intelligence activities of the US in accordance with existing law and applicable NSC directives. Such coordination shall include both special and other forms of intelligence which together constitute the foreign intelligence activities of the US. (para. 1) 2. Act for the NSC to provide implementation of the NSCIDs. (para. 3a) 3. Establish general guidance and specific priorities for production of national and other intelligence and for collection and other support activities . (para 3b(1) ) 4. Establish policy, procedures, and practices for maintenance of a continuous interchange of intelligence, intelligence informa- tion, and other information with utility for intelligence purposes.
