(Text) The GHANAIAN TIMES discusses how Africans can defeat the imperialist
conspiracy to sabotage the OAU summit conference in Accra next September. The
paper suggests that a truthroffensive be launched to lay the wicked and ungodly.
lies spread about Ghana--the host for the summit meeting--by the Entente Councii....u!
It says: Prompted by foreign interests, the Entente CounCil is going beyond they.,,,ki
bounds of reason to undermine the Accra summit.
It reiterates that the anti-Ghana offensive, first launched in Nouakchott and
whipped up during. the last two weeks. the. Entente Council, cannot be. aim& at;
riCaana. 7:t says: tne'neads of state and governments .of these countries -nave
ample time and opportunity to discuss what difficulties may exist between them-

In the first place, says the paper, the OAU itself provides the forum for
resolving differences :between member states.
It asks: Would It not be better, therefore, if such differences as the Nouakchott
co===i=y co=plains of were discussed within .the framework of the OAU? it asks-
further: If all nation S were'to make their-continued-participation in the United
Nations dependent upon their relations with the United .States, would it ever .be
possible to have a world forum?
It says: Who does not know of the activities of the Central Intelligence Agency? ?
Have they not on their own admission been responsible for the overthrow of at
,least two governments--Iran and Turkey? _But,. beyond complaints about the safety
and security of delegations,-who is saying he is not going to participate in the
United Nations General AsseMbly because it is held in New York?

remarks that President' Hameni Diori of Niger said in Lagos that their threat to
boycott the summit is;not aimed at the OAU because they would be ready to attend
.the summit if it were held in any country other than Ghana. It says:.Hamani
Diori knows for certain that if the conference cannot take place in Accra it?
cannot take place anywhere else, at least for the rest of the year..
The paper asks: What, then, can be behind the suggestion that the conference
should take place somewhere else? It points out that Hamani Diori and his.
people have been asked to play?for time. It remarks that the imperialists need
time to tend the neocolonialist tree they are planting in the Congo. They want
no bother from an OAU summit, which would necet8arily come out strongly t against
their'continuediintervention in the ,Congo. They want to be left alone to marry.

The TINES asserts that the imperialists are convinced, and Diori and Yameogo
sknow too, that in the empty expanse of space that would be left the patience
of the masses of Africa who are concerned with genuine independence for the
Congo would be overstretched and the worthiness of the OAU as an instrument
of safeguarding African independence and unity would be lost. By then, writes':
the paper, the only course that might be open would be the breakup of the
organization, and L., says it would surprise Ghanaians if Diori, Yameogo,,,and
their friends were only unconscious, agents. . . . _
