At its regular monthly meeting on 5 May 1966, the Northern Virginia
Transportation Commission (NVTC) decided to conduct three public hearings
on the matter of the regional rail rapid transit system and the most ad-
vantageous locations for the Virginia suburban portions of the system.
The three hearings, each commencing at 8:00 PM, will be held:-
09 June 1966 in the Council Chambers, second floor, Fairfax City Hall,
101 Armstrong Street, Fairfax City.
016 June 1966 in the County Board Room, second floor, Arlington County
Court House, North Court House Road between 14th and 15th Streets North,
Arlington.
023 June 1966 in the Council Chambers, second floor, Alexandria City
Hall, Royal and Cameron Streets, Alexandria.
Any organization or individual desiring to be heard on this matter
will be given the opportunity to present their views and make supporting
statements before the Commission. Each speaker will be limited to ten
minutes; however, additional statements, literature, and comment may be
filed in writing for the Commission's consideration.
Persons desiring to participate in these hearings must file a written
request in the office of the Commission at least ten days prior to the
date of the hearing at which they wish to speak.

HEARINGS TO FOCUS ON RAIL TRANSIT CORRIDORS:
This map shows the potential rail transit corridors inNorthernVir-
ginia as determined by NVTC's staff. The map does not constitute a
"plan" for a rapid transit network The corridors have been identified
after careful study of topography, present and planned land use, present
and future population densities, present and predicted traffic volumes
and patterns, and similarly related factors. The physical and economic
feasibility of providing rail rapid transit service in each of the identified
corridors has not been fully worked out. However, NVTC's studies are
farthest advanced on the RF&P Railroad, Wilson Boulevard-Arlington
Boulevard, and W &OD Railroad corridors wherein the general feasibility
of introducing rail transit service has been determined.
The "short-haul" service would be an expansion of the heavy-volume
rapid transit' system designed by the National Capital Transportation
Agency for downtown Washington and authorized by Congress last year
for construction. However, it is possible that some of the routes might
be of light-volume rapid transit" type, feeding into the other lines just
\ as the popular "Skokie Swift" line feeds into Chicago's rapid transit sys-
stem2. Service would be frequent and comfortable; stations would be lo-
cated fairly close together in order to conveniently serve the densely
built-up areas.
The "long-haul" service would be of the regional railway' type, si-
milar to that being built for the San Francisco region. Stations would
be spaced relatively far apart, enabling the trains to reach high speeds.
Cars would be more comfortable than those of the short-haul service be -
/cause of the longer trips involved, but would runless frequently because
? of the lower densities of population served.
A limited number of copies of an NVTC staff report on the potential
rail transit corridors are available on request. The report and other
data may be examined at the Commission's offices during any weekday
prior to the hearings.
The Commission's intent in conducting hearings is to gain an input of
ideas and views from the public as a valuable phase of its studies of Nor-
thern Virginia's transportation needs. NVTC is carrying out one of its
legislated functions which states that the commission shall"in coopera-
tion with the governing bodies of the component governments embraced
within the transportation district, formulate the tentative policy and de-
cisions of the transportation districtwith respect to the planning, design,
location, construction, operation and financing of transportation facili-
ties. "3
All interested individuals and organizations are urged to participate
in the hearings on June 9th, 16th, and 23rd.

RULES FOR TESTIFYING BEFORE THE
NORTHERN VIRGINIA TRANSPORTATION COMMISSION
To facilitate an orderly procedure during public hearings before the
Northern Virginia Transportation Commission, the following rules will be
in effect regarding the hearings scheduled for June 9, 16, and 23, 1966:
1. A request must be filed in writing and received at the offices
of the Commission at least ten (10) days prior to the requested date of
appearance.
2. Any individual may appear and speak for himself or as duly auth-
orized spokesman for any group, organization, committee, association, or
firm.
3. Each speaker must limit his oral presentation to ten (10) min-
utes. Speakers will be allowed the opportunity to use their time to
their best advantage without interruptions from the floor. Members of the
Commission may question a speaker at any time at their discretion.
4. Additional prepared statements may be submitted in writing. Such
written material must be legible, on normal business-size paper (81/2 by 11
inches), and in duplicate.
5. If maps, charts, or other visual aids are to be used, arrangement
for their display must be made by the speaker; however, NVTC's staff will
assist to the extent possible.
6. Hearings will be recorded;opportunity will be provided for inter-
ested persons to purchase copies of the transcript (or portions thereof)
at cost, but such interest must be signified prior to the hearing.
7. After all registered speakers have been heard, the Commission
will allow additional oral statements by other persons in attendance if
time permits. The above rules 2 through 6, inclusive, apply to such
speakers.
