Addressing the Pan Ameri.'.. can press seminar, he turned. a break in his campaign for?, the Republican Presidentia1';. nomination into a major attack on the Administration policy in Latin America. He said the Alliance for , Progress had turned into "an ? almost complete failure to develop a truly joint ef,fort,:: although it was announced . . . . in ringing terms of ex- .? travagant promise." He centered his attack on the recent Panama crisis and rioting. "A dedicated and popular United States ambassador left (Panama) in frustration," ,? Gov. Rockefeller charged. ? De- spite all warnings of impend- ing crisis, the post remained unfilled for six months. When the riots occurred in the Canal one, no U. S. Ambas- sador was on the spot to deal with the situation."
