He centered his attack on
the recent Panama crisis and
rioting.
"A dedicated and popular
United States ambassador
left (Panama) in frustration," ,?
Gov. Rockefeller charged. ? De-
spite all warnings of impend-
ing crisis, the post remained
unfilled for six months. When
the riots occurred in the
Canal one, no U. S. Ambas-
sador was on the spot to deal
with the situation."
He said the post-crisis han-
dling of things in Panama
was "undignified and un-
seemly."
"The confusion of Our
policy was made manifest ??
when on two occasions the ?
White House countermanded
committments the State De- ?
partment had already made,"-
he said.

cluded creation of an Under-
