1. Anonymous Letter: A copy of the anonymous letter mailed approximately
13 March was sent to the Bureau of the Budget and ended up in the hands of
Jim Clark. Mr. Osborn wanted additional copies for analysis purposes and
on 27 March I called Mr. Clark asking if he could make available his copy
for analysis purposes. He advised that he would call me back on 28 March
as soon as he had located the letter and that he could then arrange to have
the letter picked up. As of this morning I have not heard from Mr. Clark.
2. Logistics Building Planning Staff: Following the approval of the
Real Estate Survey Task Force the implementation of the Logistics Building
Planning Staff should proceed. It had been previously proposed that perhaps
of PPB could be offered the chairmanship of this staff and I ask
that Mr. Meloon be contacted to determine whether he still has this in mind.
If so, then I will make such a proposal to I It is planned that
would transfer to the DD/S and that this would be the beginning
point for his additional experience and training with a view to serving in other
positions within the DD/S.
3. Assignment Colonel White met with the DD/P,
and the DDS today to discuss his recent interview with Colonel
Colonel White advised that his concept of the job had changed con-
siderably because he realized that there was very little activity or negotiation
on the DD/P aspects of activity, that most of it was briefing on the Agency
25X1 A at large and the Intelligence Community and a fair amount of personnel recruit-
ment activity. The Agency officer I is truly an Agency-wide representative
and therefore should be someone properly knowledgeable of Agency activities.
25X1 A On this basis it was agreed that f DD/P was not the man and that
25X1A I had all the necessary tickets. Accordingly, Ernie appears to
be the selected officer but we will wait until Colonel White formally approves
this assignment.

1. Colonel White met with the DD/I and me concern-
ing the Director's comments on the promotion of I o GS-17. While
the Director approved he stated that a GS-17 level administrative officer in
DD/I was relatively rich and unless we had other plans forl that 25X1 A
this was the end of the line as far as a promotion within DD/I was concerned.
It appears that the reaction was addressed more to the grade of the job than
necessarily to the individual. As I see it we might as well leave with 25X1 A
the DD/I at the present time because it is a very satisfactory arrangement but
at the same time we ought to consider for the future what other assignments
or uses we can make of I so as to increase his scope of experience
and knowledge and properly occupy his talents.

1. Excessive Smoke--Power Plant: The Director and most all
other Agency employees noticed a heavy cloud of black smoke pouring from
the stacks at the Agency power plant, this morning. The Director advised
that he wanted me to make a report on this matter at the Executive Committee
Meeting. I did report that this was caused by a poor oil burning mixture
which the GSA engineers were correcting. It seems that one of our water
boilers is closed down for repairs and the second boiler had to carry the
load for the entire Agency. In firing this boiler up to full heating capacity
the oil mixture for burning was out of adjustment causing heavy clouds of
black smoke but which is a readily correctable condition. which the GSA
engineers took care of.
25X1 A *2. Use for Outsiders: At the Executive Committee
25X1 A Meeting this morning mentioned that he had a group of outside
25X1 A consultants coming in for a visit and he was thinking of using the facilities
as the place of their meeting. The question was raised whether
the Director would approve this proposal. The Director advised he wanted
first to see the names of the group of consultants before he made his decision
25X1A but that basically he had no objection to the use for this purpose.
** 3. Educational Aid Fund Scholarship Award: John Bross called this
25X1 A date to advise tha 11 distribute the application forms for
scholarship aid within the next few days. This will cover scholarship aid
25X1A for the school year 1969-70. I designated Office of Personnel,
as DD/S representative to the scholarship review group. Mr. Bross advised
that Matt Baird will serve as Chairman of the group and will be available for
25X1 A duty on 14 April. I agreed that the DD/S will pick up his expenses for this
service and request that make the necessary arrangements.

Executive Director's Visit to State Department's Automated Terminal
Station: In connection with the ACT proposal for the Cable Secretariat it was
suggested that Colonel White may well wish to see the automated terminal
station in the State Department. Today I reminded him of this and suggested
that we arrange this through Mr. Goodwin, Director of Communications at
State. Colonel White was agreeable and asked that this be done some time
after April 7.

*Fire in Agency Building: Jack Smith advised this morning that there
was apparently a lack of communications between the Security Duty Office
and the Ops Center on the condition of the fire in the Agency building during
the night. It was stated that the Security Officers did not apprise the Ops
Center of what was taking place and they therefore would not have been able
to properly advise the Director had he called. Actually, there was com-
munication between the two units but the Security Duty Officers were so busy
with the problem of locating and controlling the fire that they had little time
to phone up the results of their efforts. I mentioned this to Mr. Osborn and
asked that he work out a procedure where this could be corrected. I suggested
that the Security Office give to the Ops Center a statement that the Ops Center
could make to the Director or other interested officers if it was necessary
to communicate on an incident taking place in the building. I suggested this
so as to avoid interpretations by various officers in explaining a given situation
and it would be preferable to have Security make a specific statement which
would serve the purpose.

Personnel Codes: Today Messrs. Wattles, and Coffey 25X1A
met with me to discuss the fact that in personnel coding they indicate sex
and race. The issue, however, is only on the coding of race on applicants
and employees and this covers white, black, oriental and others as categories.
It was revealed that use of these codes is extremely limited and does not appear
in the Personnel File in a knowing fashion and that any compilation of these
statistics is specifically limited within the Office of Personnel. This poses
a policy question whether the need to describe the race of applicants and
employees is necessary for our interests and in light of Executive Orders
excluding qualification of employees on the basis of race. I asked Mr. Wattles
to prepare a statement on the use of this code, whether or not it is needed
and the controls on its use. Additionally, we discussed the fact that each
Personnel File carried a colored photograph of the employee which is also
frowned upon by the Civil Service; however, it was agreed that the color
photograph is necessary for Agency purposes.

1. PPB Representative to Records Management Board: Today Mr.
Ocalled concerning the PPB representative to the Records Management
Board and wondered whether the DD/S representativej could 25X1 A
represent PPB as well. I advised that I did not think that this was proper
as the representative should truly be a member of the Office of the Director
so that he could properly and definitely concern himself with the office problems.

records management and therefore would insufficiently represent the Director's

3. Midcareerists - -Comments on Agency Management: Today John
Richardson briefed the Executive Committee on the substance of comments
made by Midcareerists concerning Agency management. Mr. Richardson
gave a well-organized and effective presentation. The main points were as
follows :
In response to the Director's request DTR opened the meeting with
a review of principal criticisms voiced by Midcareer Trainees. They are:
(a) Parochialism- -too little knowledge of other directorates, excessive security
regarding T-KH, and overemphasis on compartmentation; (b) Career matters --
no follow-on to Midcareer Course program, no formal career pattern, no
visible evidence of management involvement, awareness they are the successors
but no grooming effort, unanimous view that seeking jobs outside their directorate
is sudden death for career, lack of candor on the part of management, don't
know why they are selected for the Midcareer Course; (c) Dead wood at the
GS-14/15 level prevents promotion, causes incompetence in staff elements,
vertical communication with immediate supervisor is not a problem.

5. Deputy Director of Training, Today I asked Mr.
to meet with me in light of the fact that I have not had a chance
to talk to him since Hugh Cunningham had been selected as Director of Training.
In essence I advised that I vould continue as Deputy Director
of Training and I wanted him to work closely with Mr. Cunningham in acquaint-
ing the latter with the entire current Training program. I further advised
that there was no understanding or commitment that at any point in time
_Jwould be relieved and another Deputy appointed. I did indicate,
however, that at some point Mr. Cunningham may suggest that he have a
Deputy of his own choice and we would consider this if and when such ever
occurs. indicated his full and complete desire to serve Mr.
Cunningham as Deputy Director of Training or in any other position the DD/S
so desired. He would like at some time in the future to be assigned to a COS
position overseas. I as quite relaxed and appreciative of
this discussion. Should in the future there be considered a change in the DDTR
position we should approach the DD/P for any possible COS job for Mr.

2. Last night John Clarke reported to me that
as thinking of returning to DD/I and he asked whether I had
a nomina ion for his replacement. I told him I would consider the matter
and let him know. Chuck Briggs (who was present) suggested the name
of but indicated there might be some opposition because of
his identification with the dispute concerning centralization or decentralization
of computer services. Mr. Clarke indicated that he did not want anyone
involved in a dispute and accordingly would look for other nominations.
I have discussed this matter with Mr. Coffey and for con-
sideration of a possible replacement.

and future assignments. I advised that he had been considered for a number
of different assignments but for those involving overseas duty we had eliminated
him in the early stages because of his family problems. Therefore, he was
not queried regarding his interest in a given job. I advised that some time
in the future a transfer from AF Division would probably be desirable because
it is best not to stay in one position too long. I expressed interest 25X1A

a replacement forl who retires in December 1969. I advised

Campus Recruitment Policy: Today I called a meeting of
to discuss the draft memorandum on Agency
policy on campus recruitment. I advised that paragraph 3a should be revised
to include elements of publicity rather than being limited solely to the safety
of the recruiter. I also asked that Personnel immediately arrange for appropriate
representation from the other Directorates to be included in a committee to
review our experience on the campus and recommend whether or not there
should be any change or qualification of our campus recruitment policy. I

1. Presidents of the United States On Intelligence: I have had several
conversations with Acting Executive Director, concern-
ing the re-issuance of the booklet, "Presidents of the United States On
Intelligence. " After further consultation with the Director it is desired
that the following be accomplished: (a) The booklet re-issued and to include
the President Johnson letter of 18 September 1967, -
and the statement by
President Nixon on 7 March 1969. (b) To highlight the fact that this is a
new issuance, the cover publication should be colored blue to distinguish
it from the present cover of green. (c) There should be a review of
dissemination of this booklet. Its main purpose is to keep the number
of copies down to approximately 2, 000 printing volume and concentrate
on internal CIA distribution as differentiated from an outside distribution.
The number of copies sent outside the Agency should be limited to that
which is considered truly necessary. (d) I will confirm the number of copies
to be printed with the Executive Director when he returns on approximately
18 March.
I have discussed this matter with OTR, who
indicates that the original negatives for the printing have been either
destroyed or are not usable and subsequently we will have to do a new job.
It will take about three weeks. Meantime we can start putting the booklet
together to include the additional statements indicated in "a" above. I
will meet wit n 12 March to confirm these arrangements.
2. Midcareer Comments on Agency Organization: As previously
indicated the Director was interested in having Mr. Richardson, OTR,
brief the Executive Committee Meeting on the summation of the comments
by Midcareerists on Agency organization and operations. I passed this
request to Mr. Richardson and later had a talk wi It has
been decided that Richardson's briefing will take place on the 21st of
March and should not exceed 10 to 15 minutes. I will so inform Mr. Richardson.

4. General Robert Cushman: On 11 March it became evident that
Marine Corps Headquarters, Department of Defense, was having some
difficulty in making arrangements to have General Cushman available for
appointment to CIA as DDCI on approximately 15 April. Two key issues
are, first, the availability of General Cushman for appearance before the
Senate committee for confirmation purposes and prior to this action pro-
viding General Cushman an adequate briefing on CIA and the Intelligence
Community. The second issue is that General Cushman will be relieved
of his command in Vietnam on 26 March. His successor will immediately
receive a three-star appointment as Lieutenant General. The Marine
Corps is limited in the number of Lieutenant Generals and unless some
other arrangement is made General Cushman may be reduced to Major
General status. It is not known whether there would be any difficulties
in restoring General Cushman to three-star status for his appointment to
CIA. This apparently is a matter of concern to Marine Corps Headquarters.
In light of these problems I held a hurried meeting with Larry Houston,
Jack Maury and Jack Coffey on 11 March to review the problems
involved and to see what corrective action could be taken. It would be a
tragedy to have a situation develop whereby General Cushman would lose
a star as a result of his appointment to the CIA through the inability of
the Marine Corps to make appropriate arrangements for him to retain
his third star. A call was placed b to General Anderson,
Marine Corps, with a view to arranging a meeting whereby these matters
could be discussed. General Anderson advised that the Marine Corps had
a number of problems in this matter to sort out and they were not prepared
to talk at this moment but would let us know as soon as possible. We expect

such a time to be set for Thursday, 13 March, at which time General
Anderson will either come here or we will go over to the Pentagon. It
is proposed that the meeting be conducted with General Anderson by the
DD/S, the General Counsel or Mr. Warner
has kept the Director informed of these general develop-
ments and has indicated that this matter is being worked on by the DD/S.
Mr. Helms did have a conversation with General John McConnell, Chief
of Staff, United States Air Force, who indicated that General Cushman
would be available on the 15th of April but there was no indication of any
problems at that time in carrying out this timing.
An additional problem has been the fact that legislative liaison
officers of the Marine Corps (DoD) have been directly negotiating with
the Senate committee and apparently have been endeavoring to try to have
confirmation arranged without the necessity of an appearance by General
Cushman. This we seriously doubt can occur because certainly the committee
will want to see General Cushman personally. Additionally, the Marine
Corps had not given any thought to the fact that General Cushman should
be briefed by the Agency prior to his confirmation hearing and we regard
this as necessary background before he takes the step.

he finally comes up with his estimated requirements. Osborn advised that
he will submit a paper of alternative security requirements starting from
ultimate position through alternative requirements on a reduced scale.
These we will have to judge in light of all other factors. Mr. Osborn assured
me that they had given this matter full attention and wanted to be certain
that there was no misunderstanding as to the security integrity of the
installation in the future.

has become Director of Finance. I indicated that I knew how difficult it
was to work under a new chief who in a number of instances has changed
or revised a program with which the deputy has been personally involved
over a period of time. I indicated that I knew it was difficult for the
individual to "about face" and fully and loyally subscribe to the new policies.

5. Lieutenant General Robert Cushman: advised
that General Cushman had sent a message advising that he would be detached
from service in Vietnam on 26 March. He desired to be assigned at that
time, 26 March, to the CIA and would return to the states under CIA
auspices and would assume duties around 15 April. General Cushman will
be a Presidential appointee subject to Senate approval. In the past the
active date of assignment has been after the Senate has approved the appoint-
ment. To our knowledge there have been no interim appointments which
entitled the nominee to the various benefits that go with the position.
This matter has been referred to Larry Houston for an opinion and a response
will be prepared for General Cushman. So as to avoid any misunderstandings
I asked that the reply to General Cushman be quite specific in citing the
legal factors that must be satisfied in his appointment as DDCI.

1. Mr. Godfrey called attention to the significance of the Cuban
announcement of the arrest of yesterday's hijacker.
2. Secretary Laird in Saigon will receive through our channels
electrically the PDB and the Daily Bulletin. Mr. Carver announced that
General "Fritz" Freund is coming out to lunch again today and that the
RDC transfer is to be discussed.
*3. Mr. Maury noted that the Director is to appear 13 March before
the Defense Subcommittee of the House Appropriations Committee. Mr.
Maury also commented ref the Ervin Bill that Ed Braswell, senior staffer
for the Senate Armed Forces Committee, had talked to Senator Ervin who
stated that Mr. Houston and Mr. Maury had been very vague and unspecific
in their talk with him. The Senator said he intended to write Mr. Helms
asking what in specifics they were intended to convey. Mr. Maury also
noted that Representative Henderson is again preparing his own version
of the Bill. Finally, he reiterated that Senator Eastland is willing to have
a Deputy appear before the full Judiciary Committee if Senator Ervin does
not invite the Director to appear before the Subcommittee.

7. Colonel White reported the White House Staff decision that
there would be no cameras inside the auditorium. The Director reiterated
his desire to walk through the program today or as suggested by Colonel
White tomorrow morning.
8. The Director referred to yesterday's NSC meeting which dealt
primarily with the ABM problem. He said that Mr. David Packard, Deputy
Secretary of Defense, himself gave the one-hour briefing which was excellent
and a first as far as Mr. Helms was concerned. Mr. Helms noted that
at the end BOB Director Mayo called the attention of the President to the
financial and budget significance and resisted being waved off by the
President- -Mr. Helms pointed to this courageous action as indicating that
we should not underestimate Mr. Mayo.
9. The Director also commented on his appearance yesterday
before the Pike Committee which is handling the Pueblo matter. He felt
it had turned out all right although it was a bit tricky in the beginning.
He also said that he felt that NSA made a serious error in emphasizing
the catastrophic significance of the losses.

1. Colonel White was in the chair since the Director was attending
an early NSC meeting.
2. raised the Agency dilemma in connection with
the USCSB proposal to release certain crypto equipment to NATO countries.
The dilemma is that the Director last year representing USIB took a strong
negative position on this matter. At present USCSB has affirmative votes
from all members including others who supported the negative USIB position
last year. It was decided that this matter could not be finalized without
being presented personally to the Director which I was asked
to do. The sentiment, however, was that the negative position should be
maintained even though that resulted in putting the matter, under present
USCSB ground rules, to the Secretaries of State and Defense for decision.

1. Mr. Godfrey reported that Mr. Pedersen, Counselor of the State
Department, expressed pleasure concerning the Agency support during the
President's trip.

3. Mr. Maury reported Senator Jackson's comment on Saturday
that a "very skillful recruiting job" had been done on Senator McClellan and
also that he thought the matter of the Ervin Bill had been handled very well.
The Director complimented all participants in the Saturday session with
Senators McClellan and Jackson. Senator McClellan stated that the time had
been the most productive several hours he had spent in quite some time. He
also promised to come back again in two weeks' time for further and more
detailed briefings. The Director was surprised to learn on Saturday that this
was Senator Jackson's first time in the Headquarters Building.

4. The Director is still scheduled to appear 5 March before the Pike
Committee which is looking into the Pueblo affair. The Director's draft
testimony has been completed byl nd distributed for comment to
various Agency officers. The Director asked that Messrs.0 Bross and 25X1A
Maury go over the draft and plot today so that he could then get on it himself
tomorrow.
