SUBJECT: Planning Assumptions, FY 1972-FY 1976
';;e have received from O/PP3 a preliminary draft of the planning
ass-_,3t ions for the ne:,_t program planning cycle. A copy is included here
for your evaluation and comments.
2. ..e need your rough-draft comments in Planning and Programming
Braic:_, by 23 duly 1969 so that a single paper can be assembled
for .J_-'e Directorate response. The draft of this collective -c~. dill
he returned to you so .at you can again evaluate it in terms of
your Office needs. Your comments and reconmeendations on the draft of
she rectorate response are needed in :P&P Branch by 1 August 1969 for
pre-ca_ ati on of the final copy which will. 'pe sent to O/PPB.
You will recall that the planning assumptions in years past
have been Drovided. late in the -planning cycle and they have been so
vague as to be of little help in long-range planning. By getting
this early draft some four to five months earlier than last year, we
have a golden opportunity to help sha:,e it into a relevant basis for
FY _`972 plans and FY 19733 through FY 1976 estimates. If we can get
ade~_-_..:te a:ssummptions at the Agency level. then we certainly should be
able --o derive some well-defined and pertinent Directorate planning

!LL. The following items are suggested to provoke your thoughts
in the matter.
a. Where in the paper should there be more precision in the
assumptions?
b. What factors would you like to see stated as Agency policy,
assuming such policy would be a broad directive to engage in some
definable activity during the planning period?
c. Should the paper state Agency intentions by major category?
or exampple--increase technical collection efforts and reduce
a ent collection (or vice versa). Attempt to process all technical
intelligence data automatically but retain human analysts or political
and economic intelligence.
d. Should the paper, instead, state intentions by world areas,
perhaps as they are divided in the Target Orientation Display Target
Structure? (copy attached)
e. Are there places in which you want or need guidance which
does not appear in the paper?
Do you need or grant a list of most probable priority target
countries (in order of priority) for each year of the planning period?
E. Would a listing relative euphasis on categories be of
use? For example--rank order the categories; Collection, Production,
r E for each year.
h. Should there be an estimate of what kind of intelligence
activity we should downgrade or eli min_ate?
