We have reviewed the subject draft and see no problem in regard to OSP Projects. 2. The reference raises the additional question "What factors would you like to see stated as Agency policy, assuming such policy would be a broad directive to engage in some definable activity during the planning period? " In this writer's view it would be desirable to have Agency commitment to NRO so stated. In fact, perhaps that commitment should be recognized as a major category in itself in the Combined Program Call. One distinct advantage would be elimination of the awkward split between "Collection" and "R, D, & E" that now prevails.
