KGB Training Manual on Operations
Against Americans
1. I believe you may be interested in a wrap-up of the very wide
distribution, now essentially complete, of our edited and published trans-
lation of a KGB training manual "The Recruitment of Americans in the
United States and Abroad", a copy of which is attached.
2. Total distribution to Agency headquarters components, to field
stations and bases worldwide, and to the counterintelligence and security
elements of the U. S. Intelligence Community has been approximately 1, 740
copies - a broader distribution than any previous SB Division publication.
Of this number, over 1, 000 copies went to other appropriate U. S. Government
agencies and the military services, chiefly at their request, for use in
personnel security briefing and training programs in this country and in
embassies and other overseas installations.
3. The highly favorable response to this publication is attributable to
two factors. First, the Confidential classification which made broad
dissemination possible and, secondly, the unique nature of the document
itself and its direct pertinence to a matter of serious interest and concern
to all elements of the Government.
4. The manual, you will note, describes KGB goals, targets, operational
doctrine, techniques and special problems encountered in recruitment
operations against Americans both at home and abroad. With respect to
Americans overseas, specific attbntion is focussed on various categories of
Department of State personnel (code clerks, secretaries, etc.), U. S.
intelligence officers, members of the military services, businessmen and
students.
He obtained access to it as part of his Moscow
training for a mission to recruit an American. The document was given very

restricted dissemination when first received.

5. In summary, distribution of the published manual was as follows:

OSI (105), State (91), NIS (55), AEC (52),
FBI (25) and NSA (24). Smaller quantities
