1. I discussed the Notice on procurement restrictions with Col.
White who does not share John Clarke's view that we ought to restrain
ourselves this year. He feels that we should use all the funds that are
available to us and will take this up with John Clarke again.

2. OGC has decided that it would be illegal for us to use appro-
priated funds to serve refreshments to the visitors. therefore 25X1A

Secretary of State. Wirtz listened to the briefing but when presented with
the statement to sign declined to do so and told them that he would rather
that they take the information out if he had to sign such a paper. The
briefing officers did this and the matter was reported to 25X1A
